PLANNING & DESIGN COMMISSION <br />CIT'Y OF NORTH OLMSTED <br />MINLITES FOR MARCH 10, 2010 <br />ROI,L CALL <br />Mr. Lasko called the meeting to order at 7:05 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: John Laslco, Melissa Meredith, Robert Parry, Greg Malone, Jim Cotner (7:10 pm) <br />Absent: Don Rerlco, Ralph Bohlmann <br />Staff: Planning Director Kimberly Wenger, Assistant Law Director Bryan O'Malley, City <br />Engineer Pietro DiFranco, Building Commissioner Dale Mitchell, Clerlc of <br />Commissions Donna Rote <br />REVIEW ANI) CORRECTION OF MINUTES <br />Mi•. Lasko moved, seconded by Mrs. Meredith, to approve the February 10, 2010 minutes <br />as corrected, which were appa-oved 4-0. <br />NEW BUSINESS <br />CMS10-05: Dunkin' Donuts; 26963 Lorain Road: <br />Representatives: Bruce Sekaniclc, Phillips/Sekanick Architects; Jay Patel, franchise owner; <br />Kevin Dalpiaz, Dunlcin' Brands <br />Ms Wenger said Dunkin' Donuts building changes included new exterior fagade on all sides of <br />the building and a new entry vestibule. Building materials will include existing split face block, <br />new brick, EIFS parapet, fabric awnings and gooseneck light fixtures. The dumpster enclosure <br />will have new wooden gates. Landscaping will be improved throughout the site with enhanced <br />screening of the rear service area. Clarification is required for the trees labeled as optional. The <br />parking layout will be modified to malce better use of the small site and no parking will be lost. <br />The pavement will be reconditioned where necessary. Brick pavers will be installed in the right <br />of way and no site lighting is proposed other than the decorative lights. Variances are required <br />for two wall signs too close together and for the ground sign located within the required setbaclc <br />from the right-of-way. She noted that BZA had previously granted a number of variances for <br />signage during prior developments approval. She said although Mr. Rerko was not present he <br />had offered input at several stages through the development plan review. <br />Mr. Mitchell said there are two variances required for signage and noted the applicant's <br />cooperation with staff. Mr. DiFranco said that although the brickscape is not required by code it <br />would serve the site well as it is a high profile site with double frontage. Mr. O'Malley said <br />although the briclcscape is not required the commission can malce it part of their <br />recoinmendations. The applicants are allowed two wall signs and choose to place both on the <br />same elevation; it should be noted to ensure the applicant cannot return to install another wall <br />sign on a separate elevation at a later date.
