PLANl`TING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR OCTOBER 26, 2011 <br />ROLL CALL <br />Ms. Meredith called the meeting to order at 7:05 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Melissa Meredith, Greg Malone, Robert Parry, Don Rerko, Jeffrey Peepers <br />Absent: Ralph Bohlmann, Marlc Mahoney <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Ms. Meredith moved, seconded by Mr. Malone, to approve the Planning and Design <br />Commission minutes of October 12, 2011, which passed 5-0. <br />NEW BUSINESS <br />C1VIS11-18: GetGo Convenience Store; 27208 Lorain Road <br />Representative: Todd Waldo, Giant Eagle <br />Ms. Wenger said the project consists of demolishing the existing Rally's and constructing a new <br />GetGo convenience store and site improvements. Two parcels are involved which are separately <br />owned, therefore the applicants are required to provide documentation of a cross access <br />agreement to the City. The eastern parcel will house the new masonry building, parking and <br />landscaping. The building will be oriented with its front elevation toward the gas pumps and the <br />back of the building facing the Dover Center/Lorain Road intersection. Building materials will <br />be architecturally compatible with the colors and materials used in Water Tower Square and the <br />existing GetGo. New landscape beds will be used to soften the building, as well as a bike rack <br />and outdoor seating areas along the south. There are two curb cuts: one right in only from <br />Lorain Road and one right-in, right-out on Dover Center Road. Changes to the western parcel <br />includes adding a row of parking adjacent to the store, removing the existing kiosk under the <br />canopy, relocating lighting, and installing a dumpster enclosure with landscape screening. <br />Variances are required for front building setback (Lorain Road) and excessive lighting. Code <br />allows no more than an average of 5 fc and an average of 20 fc is shown along the entryway. <br />She noted there was an interest in expanding the size of the building in the future. <br />Mr. DiFranco said the tree lawn is to be restored with brickscape, existing underground storm <br />water detention volume shall remain or be replaced in kind. An existing condition plan <br />reflecting the existing GetGo development is needed as well as a site demolition plan illustrating <br />items to remain, be modified or removed. The propojed drive on Dover Center Road shall have <br />a raised concrete median per ODOT standards. Mr. O'Malley said the access easement <br />agreement should be made a condition of final approval.
