_ v <br />PLANNING & I)ESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />1dIINUTES FOR JUNE 8, 2011 <br />I20LL CAI.L <br />Mrs. Meredith called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge <br />of Allegiance. <br />Present: Melissa Meredith, Greg Malone, Ralph Bohlmann, Robert Parry, Mark Mahoney, <br />Jeffrey Peepers <br />Absent: Don Rerko <br />Staff: Planning and Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Ms. Meredith moved, seconded by Mr. Mahoney, to approve the Planning and Design <br />Commission minutes of May 11, 2011 which was approved 6-0. <br />NEW BUSINESS <br />CMS11-12 First Federal Savings & Loan; 21245 Lorain Road <br />Representative: Stuart Saylor, Civil Engineer for Henry G. Reitz Engineering Company <br />Ms. Wenger said lot consolidation was required of the applicant as part of the development plan <br />final approval therefore she recommends the consolidation be approved. Mr. Saylor said as <br />indicated lot consolidation was required by the city and will combine two parcels to <br />accommodate the building expansion. Mr. Malone asked if the numerous easements would <br />affect the lot consolidation and Mr. O'Malley advised that it would not affect existing easements. <br />Ms. Meredith moved, seconded by Mr. Malone, to approve the lot consolidation for <br />CMS11-12 First k'ederal Savings & Loan of 21245 Lorain Road combining PPN 232-26-010 <br />and PPN 232-26-037 into one parcel, which passed 6-0. <br />COMIVIUNICATIONS <br />Ordinance 2011-65: An Ordinance amending Section 1139.01 of the North Olmsted Zoning <br />Code entitled "General Retail Business District" to permit religious uses, including churches and <br />related buildings. <br />Ms. Wenger said the origin of the ordinance was to be better in line with federal regulations <br />regarding religious uses. The intent is to provide sufficient regulations which are not overly <br />restrictive. The ordinance will make religious uses a permitted use within the commercial <br />district rather than a conditional use. The impact of a religious use in the commercial district is <br />no greater then other uses permitted by right. The commission was concerned with language <br />related to parsonage housing or dwelling units and what that meant. Ms. Wenger suggested the
