ROLL CALL: Chairman Tallon called the meeting to order at 7:35 PM. <br />PRESENT : Mr. Tallon, K. O' O'Rourke, T. Brennan, Mr. Koeth, D. Cameron-Alston, <br />Mr. Asseff, W. Spalding. <br />ALSO PRESENT: City Engineer Deichmann, Assistant Law Director Dubelko, Building <br />Commissioner Conway, Clerk of Commissions Rote, Assistant Clerk of Commissions O'Connell. <br />II. REVIEW AND CORRECTION OF MINIJTES: As minutes for the November 10, 1998 <br />Planning commission meeting are not complete, there will be no review or correction of <br />minutes <br />III. BUII.,DING DEPARTMENT REQUESTS: <br />A) J. C. Hair Desi n?Plus, 28813 Lorain Road: <br />Proposal consists of converting an existing one-story garage to retail use and adding a 1439 <br />square foot addition to the converted garage. Heard by board of zoning appeals November 5, <br />1998. Continued from planning commission meeting of September 22, 1998, and November <br />10, 1998. Heard by The Architectural Review Board November 18, 1998. <br />Ms. Kopko, architect with Mr. Christou owner of J.C. Hair Design Plus, related the details of <br />their meeting with the Architectural Review Board. Ms. Kopko advised that they had no <br />objections to the materials or designs that will be used and she had samples of materials with <br />her if anyone wished to view them. The Architectural Review Board ask for retention plans. <br />They are working with a site engineer to see what that would entail. Ms. Kopko gave the <br />commission a revised set of prints which showed a fence along the property line. Landscape <br />design, and an added pole lighting to replace the lighting on the rear of the building. Ms. <br />Kopko indicated that lighting on the rear of the building created problems so it was removed. <br />With the size of the lot a 16' foot pole light with 175 watt metal halide would light the entire <br />lot. Ms. Kopko suggested the dashes on the prints will show how the light will fall down on <br />two foot candles. Mr. Tallon indicated the light was to be zero at the grade line. Ms. Kopko <br />suggested that since our business is between two commercial properties the fixture will be <br />adjusted to cut off at the property line. Mr. Tallon suggested simple shading would be enough. <br />Mr. Koeth ask to see paint samples. Ms. Kopko showed the paint samples as well as the brick <br />and the color of the dryvit. Building Commissioner Conway questioned Ms. Kopko about the <br />recommendation the Architectural Review Board made, in regards to dormers on the front of <br />the building which should match the existing house brick along the sign line. Ms. Kopko <br />showed the commissioners on the site plans where the dormers would be located and indicated <br />the brick would continue all the way up to the sign ban. Mr. Tallon questioned if there would <br />be one or two dormers Ms. Kopko indicated that there would be two small window dormers. <br />Mr. Spalding questioned why the brick is not continued above the door to compliment the <br />other side of the building. Ms. Kopko indicated if the brick is continued , the sign ban would <br />have to be raised to the roof to accommodate a third ban which would not be practical. Mr. <br />Asseff suggested reducing the width of the sign ban. Ms. Kopko indicated that it would make <br />1
