p? <br />- CITY OF NORTH OLMSTED <br />PI.ANNING COMMSSION <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />MINUTES - JULY 14, 1998 <br />I. ROLL CALL: . <br />Mr. Tallon called the meeting to order at 7:30 P.M. <br />Present: R. Tallon, K. O'Rourke, T. Brennan, W. Spalding and R. Koeth. <br />Mrs. Cameron and Mr. Asseff arrived later. Also Present: Assistant City Engineer McDermott, Assistant Building Commissioner Rymarczyk, <br />and Clerk of Commissions Cornish. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />R. Tallon moved to approve the minutes as written with the following corrections: Altimers <br />should be spelled "Alzheimer's", decease, referring to an illness, should be spelled "d.isease" and <br />the word swell should be changed to "swaiL" The motion was seconded by K O'Rourke. Roll <br />Call on motion: R. Tallon, K O'Rourke, W. Spalding, and R Koeth, yes. T. Brennan abstained, <br />motion carried. <br />III. BUII.DING DEPARTMENT REQUESTS: <br />1) Bakers Sg - uare 24025 Lorain Road: - <br />Proposal consists of exterior re-imaging, lighting, and signage. Heard by: planning <br />commission May 26, 1998, architectural review board June 16, 1998, and board of zoning <br />appeals July 2, 1998. <br />Mr. Foerster, director of architectural seivices, recapped the proposal to re-image the exterior <br />of the building. His presentation included photographs of the existing building as well as the <br />proposed remodeling. T'he pictures were taken during different times of the day to give the <br />planning commission an idea of the impact the remodeling will have on the building as a <br />whole. Copies of such photographs are on file as received on June 29, 1998. It was noted, <br />the existing store was constructed in 1977, and very little has been done since that time to <br />upgrade the building. The proposed remodel will be similar to a store in Rockford, Illinois. <br />The commission members reviewed the photographs. Mr. Foerster stated, at the May 26, <br />1998 meeting, planning commission expressed concems regarding the following: the overall <br />exterior lighting; the neon accents; and the accented roof lights. He noted at the same <br />meeting, the public concerns included: the evening car show and the maintenance of the rear <br />lot. Mr. Foerster offered the following comments regarding the above concems: the evening <br />car show was a one time occurrence and has since ceased; the back lot is part of the Bakers <br />Square property and will be mowed on a routine basis; there will be no neon accent bands (per <br />board of zoning appeals); and a revised lighting package was presented. Mr. Foerster <br />explained on June 10 and 11, 1998 neighboring residents were invited to review the overall <br />presentation. He further explained, on June 17, 1998, the architectural review board offered <br />the following recommendations: deleting the neon bands and replacing them with an alternate <br />E.F.I.S. Band; they accepted the roof lighting; and that the newspaper stands be somehow <br />hidden so as not to detract from the building. The amount of newspaper stands has been <br />reduced and may be relocated to the side of the building. On July 2, 1998, Mr. Foerster
