1 <br />CITY OF NORTH OLMSTED <br />PLANNING COMIVIISSION <br />MINUTES - 7ANUARY 27, 1998 <br />7:30 P.M. <br />I. ROLL CALL: <br />Present: R. Tallon, A. Mauning, T. Brennan, K O'Rourke, and D. Cameron-Alston. <br />Absent: R. Koeth <br />Also present: City Engineer Deichmann, Assistant Law Director Dubelko, Assistant Building <br />Commissioner Rymarczyk, and Assistant Clerk of Commissions Cornish <br />II. REVIEW AND CORRECTION OF MINUTES: <br />R. Tallon moved to approve the minutes of January 13, 1998, seconded by K O'Rourke and <br />unanimously approved. <br />III. BUII.,DING DEPARTMENT REQUESTS: <br />1) Developers Diversified Realty Corporation <br />25853 thru 26429 Great Northem Shopning Center and 5078 thru. 5194 Great Northern Plaza South. <br />Proposal to construct phase two in Great Northem Shopping Center which will include the demolition <br />of several units in order to reconstruct new stores, one of which is over 100,000 square feet and is <br />considered a"superstore". Proposal will also include store front renovations to the remaining units. <br />Heard by architectural review board January 21, 1998. <br />BOARD OF ZONING APPEALS ON JANUARY 22ND WAS CANCELED, VARTANCES <br />HAVE NOT BEEN GRANTED. <br />Mr. Barrow, developer, advised the proposal has been revised since the last submission as follows: <br />spaces 67 and 68 have been reduced to accommodate a five foot pedestrian sidewalk along the west <br />side of the building; stop signs will be implemented on the northwest corner of unit 67 as well as at the <br />north west corner of tlie service drive; the chain link fence behind Marc's has been removed and <br />replaced with an 8 foot high masonry screen wall; all the screen walls on the docks and compactor areas <br />previously proposed have been raised to a heigb.t of twelve feet to assist in the abatement of noise; no <br />loitering/no congregating signs will be placed along the parldng spaces to the rear of the shopping <br />center as well as no parking/no standing signs at Victoria Drive; and a landscape plan has been <br />submitted for approvaL There will be additional fence behind Marc's to screen the view of the <br />condo*ninnimc into the dock space and service azeas of Marc's and the plantings have also increased in <br />density. Mr. Barrow explained the landscape plantings have increased 'm density by adding the <br />following: 49 Hawthorn Bushes, 7 Ash Trees, 3 Norway Spruce, 13 Austrian Pines at a height of seven <br />to eight feet, 15 Austrian Pines at a height of nine to twelve feet, 10 Burning Bushes, and 50 Viburnum <br />The height of the mound at the far east end of the service area will be increased to a height of five to <br />eight feet to increase the screen potential. Mr. Barrow noted the amount of Honey Locusts and Crab <br />Apple have been reduced by 6 and 3 respectively, due to the sparseness of the canopy. Mr. Scherry, <br />architect, pointed out the fence behind Marc's per a request from Chairma_n Tallon. - Mr. Brennan <br />questioned how the drainage will be controlled in the area where the five to eight foot mound has been <br />implemented. Mr. Scherry explained this will be addressed when the topography plan is, complete. Mr. <br />Manniug questioned ifthe developer has met with the fire department. Mr. Banow advised he received <br />the full report this evening and will be meetmg with the fire department next week Chairmau Tallon <br />opened up discussion for audience participation. Mr. 1Vliller, representing Country Club Condominium' <br />Association, noted the changes as follows: no parking/no standing signs on Victoria Lane; the parldng <br />area behind the superstore, where trucks commonly park waiting for the dock to be available, is to be <br />/
