<br />CITY OF NORTH OLMSTED <br />PLANNING CONIlVIISSION <br />MINUTES - JANUARY 13, 1998 ? l <br />1. ROLL CALL: <br />The meeting was called to order at 7:45 P.M. <br />Present: R. Tallon, A. Mazuung, T. Brennan, K O'Rourke, and D. Cameron-Alston. <br />Absent: R. Koeth <br />Also present: City Engineer Deichmann, Assistant Law Director Dubelko, Assistant Bu.ilding <br />Commissioner Rymarczyk, and Assistant Clerk of Commissions Cornish <br />II. REVIEW AND CORRECTION OF 1VIINiJTES: <br />R. Tallon motioned to approve the minutes of December 9, 1997, seconded by K O'Rourke. Roll call <br />on motion: Tallon, Brennan, Manniug, and O'Rourke, yes. Ms. Cameron-Alston abstained. <br />III. BUIILDING DEPARTMENT REQUESTS: <br />1) Developers Diversified Realty Corporation <br />25853 thru 26429 Great Northern Shopping Center and 5078 thru 5194 Great Northem Plaza South. <br />Proposal to construct phase two in Great Northern Shopping Center which will include the demolition <br />of several units in order to reconstruct new stores, one of which is over 100,000 square feet and is <br />considered a"superstore". Proposal will also include store front renovations to the remaining units. <br />Referral to the board of zoning appeals is required. <br />Continued from meeting of December 9, 1997. <br />Mr. Barrow, developer explained, at the direction of the commission, the plan has been revised to <br />include landscaping and sound buffering for the residents. The developer met with the condo <br />association on Saturday, December 6, 1997 and revised the plan based on their comments and submitted <br />to the commission at the December 9, 1997 meeting. The commission tabled the proposal and <br />requested that the developer present several items, which Mr. Barrow advised have.been submitted this <br />evening. Mr. Barrow elaborated the revised submittal includes: parking at the northwest corner behind <br />Comp U. S.A. has been landbanked with additional landscaping applied in that area, the photometric <br />plan which provides 1 foot candle average over the area with zero at the property line, an acoustical <br />study was performed, the compactor has been rotated on the modified site plan, and there is now a stop <br />sign on the north west comer. Mr. Banow requested a favorable vote on the proposal as presented so <br />that the schedule can be mainta.ined with completion set for the fall of 1998. Mr. Brennan questioned if <br />Mr. Barrow can explain how the residents responded to the proposed buffering. Mr. Barrow advised <br />the plan was presented before the Board of Managers for the CountryClub Condominium Association, <br />on December 6, 1997 and comments were taken regarding extension of some fencing and addressing <br />some additional landscaping around the dumpster area on the north west comer. After conclusion of <br />the meeting it was clearly stated by the association members that they would like to present the plan <br />before all the residents for further review. At the direction. of the commission, Mr. Barrow explained <br />that Developers Diversified did attempt on several occasions to request a meeting with the <br />condominium association and as evidence he submitted several letters. Since the condominium <br />association did not respond to the letters, Mr. Barrow originally assumed they were satisfied with the <br />plan. He advised on January 8, 1998 he did receive a response from the association stating that they <br />have put together their own plan and would present it before the board at tonight's meeting. Mr. <br />Barrow noted he has not been afforded the opporiunity to review the Association's submittaL Mr. <br />Brennan questioned if the developer has thought about placing a single solid barrier, such as a highway <br />sound barrier along the rear property line. Mr. Barrow advised Mr. Hannon touches on this in the <br />"Noise Impact Assessment." The commission reviewed this report. Mr. Brennan noted the sound is <br />
