ROLL CALL: <br />Acting Chairman, Yager called the meeting to order at 5:35pm. <br />PRESENT Acting Chairman, M. Yager, Board Members, K. Schulz, and T. Liggett. <br />ALSO PRESENT Building Commissioner, D. Conway, and Clerk of Commissions, D. Rote. <br />ABSENT Chairman, B. Zergott and Board Nlember, C. Allan. <br />II. REVIEW AND CORRECTION OF NIINUTES: The Architectural Review Board minutes for June <br />16, 1999 have been subinitted for approval. <br />M. Yager inotioned to approve the Architectural Review Board minutes dated June 16, 1999, as <br />written. The motion was seconded by, T. Liggett and unanimously approved. <br />III. SICNS: NO ITEMS. <br />IV. OLD BUSINESS: NO ITEMS. <br />V. NEW BUSINESS: <br />1) Horizon Activities Centers; PP# 237-05-023,003 & 237-07-018 • <br />Proposal consists of requesting a Conditional Use Permit to allow the development and <br />operation af a 13,000 square foot Daycare Center in a General Business District (On November <br />25, 1997, Planning Commission ?ranted a conditional use permit to Horizons). Parcels are <br />located between David Drive and Brendan Lane. NOTE: the Planning Commission on July 13, <br />1999 heard Building proposal. <br />Acting Chairman Yager called all interested parties forward to present their proposal. Mr. <br />Grassa, the architect and Ms. Smith, from Horizons Activity Center eame forward to present <br />their proposal. Mr. Grassa commented that there was currently a maintenance garage on the <br />lot, which would be removed. The only access curb is located on Brendan Lane, but at the <br />request of the Planning Commission that entrance will be removed. The owners would like to <br />have their access drive located on David Drive, by the existing stoplight. The building will be a <br />one-story vinyl and masonry structure, which will match the surrounding businesses. The main <br />entrance is accentuated with the use of the gable. The main entrance leads to the administration <br />offices and classrooms. There is a secondary main entrance to the facility south of the main <br />entrance, which leads to a music/drama center. This entrance was added so that people <br />attending the music/drama center could be separated from the classroom areas. The <br />music/drama area could also be used in the evenings. A gymnasium will be located in the <br />southeast portion of the building. The gymnasium will also have its own entrance. The owners <br />wanted to have the flexibility of using different areas of the building, so it has been designed to <br />close off different areas when not in use. The main masonry is a metro chestnut brown, split <br />face block unit in an 8x16 configuration, which will be used for the first three feet to the basic <br />water table level. From the water table level the material will change to a tan vinyl siding with a <br />lighter color trim at the corner boards, and around the window and door openings. The roof <br />will be shingled; the color of the shingles will be driftwood, which will give a good shadow line
