ROLL CALL: <br />PRESENT: Chairman R. Tallon and Board Members K. O'Rourke, R. Koeth, T. Hreha, S. <br />Asseff, C. Allan, and W. Spalding. <br />ALSO PRESENT: Asst. Law Director J. Dubelko, Engineer P. Deichmann, Building <br />Commissioner D. Conway, and Asst. Clerk of Commissions K. Fallon <br />II. REVIEW AND CORRECTION OF MINiJTES: The minutes of April 25, 2000 Planning <br />Commission meeting have been submitted for approval. <br />Acting Chairman R. Koeth motioned to approve the minutes of April 25, 2000 as written. <br />The motion was seconded by C. Allan. Roll call on the motion: R. Koeth, T. Hreha, S. <br />Asseff, C. Allan, "yes;" K. O'Rourke and W. Spalding, "abstain." <br />III. BLTII,DING DEPARTMENT REQLTESTS: <br />1. Stephen Musser; 25043 Lorain Rd. <br />Proposal consists of converting a single family home into a medical office. <br />Acting Chairman Koeth called all interested parties forward to review the proposal. Dr. <br />Musser came forward to review the proposal. Dr. Musser indicated he would like to put a <br />parking lot in front of the building. Mr. Spalding questioned if Dr. Musser planned on putting <br />in any landscaping around the parking area because it is very attractive as it is now. Dr. <br />Musser indicated that landscaping is a distant goal, but tonight he wishes to see if the board is <br />in favor of this proposal. If the Board is in favor, then final plans will be made that will <br />include landscaping around the area. Mr. Conway mentioned that there were several <br />variances needed due to the small lot size and the home currently exists but does not comply <br />with any of the new codes relative to coirunercial setbacks. He questioned if the Board <br />would like the reviewed. Mr. Koeth replied "yes." Mr. Conway reviewed the building <br />variances: 1.) front yard setback requires 75 foot and only 40 foot is shown; a 25 foot <br />variance is needed, NOTE: this at its closest to Lorain Road, (2.) side yard requires 10 foot <br />and only 4.5 foot is shown; a 5.5 foot variance is needed, and (3.) corner lot required is 50 <br />foot and only 13 foot is shown; a 37 foot variance is needed. In regards to the parking the <br />following variances are needed: (1) front setback is 20 foot and only 7 foot is shown; a 13 <br />foot variance is needed, (2.) side yard requires 10 foot and only 5 foot is shown; a 5 foot <br />variance is needed, and (3.) corner lot required is 20 foot and only 1 foot is shown; a 19 foot <br />variance is needed. Mr. Conway indicated he and Dr. Musser has discussed this proposal and <br />the alternative would be moving to the rear of the garage and putting the parking abutting the <br />residence, but this plan has the least impact on the residential neighbors to the rear. Mr. <br />Conway indicated that a lesser impact could not be made than a single doctor versus any kind <br />of retail. He reviewed that Dr. Musser needs a recommendation to the Board of Zoning <br />Appeals however the Board wishes to direct the Board of Zoning Appeals. Mr. Koeth <br />a
