ROLL CALL: Chairman, Zergott called the meeting to order at 5:35pm. <br />PRESENT: Chairinan, Zergott, Board inembers; J. Nader, M. Yager, K. Schulz, and T. Liggett. <br />ALSO PRESENT: Building Commissioner, D. Conway and Asst. Clerk of Commissions, S. <br />Solomon. <br />H. REVIEW AND CORRECTION OF MINUTES: <br />III. SIGNS: IV. OLD BUSLNESS: <br />V. NEW BUSINESS: <br />1) Charter One Bank; 25290 Lorain Rd. . <br />The proposal consists of 683 sq. ft. building addition / renovation, new landscaping, new paving <br />and parking revisions. Note: Planning Corrunission recommended variances be granted 4/10/01. <br />Board of Zoning Appeals a anted variances 5/3/01. Planning Comrriission heard this proposal <br />again on May 22, 2001. <br />Chairman Zergott called all interested parties forward to review the proposal. Leroy Vandegrift, <br />the architect, and Jim Lance, Senior Vice President' for Charter One Banks, came forward to <br />review the proposal. N1r. Vandegrift indicated that he had new drawings and he would be <br />explaining why they had different drawings. Going through the site, the existing building will have <br />additions of approximately 12 ft. out on both east and west sides. The reason that the bank is <br />expanding is to create more room within the facility to help their costumers and they want to <br />improve tra1?'ic flow for the costumers and the community. They will remove the entrance that is <br />directly behind the light at Great Northern Blvd., which causes tight traffic jams. The entrance will <br />be landscaped over. There is an access road next to the Charter One site and they plan on utilizing <br />that road for costumers to be able to leave the bank there. The State of Ohio owns the road and <br />land there and they had an agreement with the church, which is behind the bank, so what the bank <br />did was go to the State of Ohio and the church and all three have an agreement so that this road <br />will become an exit off of the property so that people can turn left or right coming out at the light. <br />The other thing the bank is going to do is, currently there is one drive up window, they will put in <br />another drive up window so that traffic moves easier throughout the lot and it will cut down the <br />requirement for a lot of parking. The other thing that the bank has done is they've taken all of their <br />employee parking and moved it to a rear parking lot off the site. They have an agreement with the <br />office building in the back to be able to do that. The agreement is for 8 parking spaces. The other <br />thing they are doing on the exterior is making the dumpster disappear by placing it behind a <br />parapet wall at that location. The HVAC equipment on the east side of the building will also be <br />hidden with this wall. The reason our drawings differ from your drawings is that the Board of <br />Zoning Appeals recommended moving the entrance over and they changed the parking handicap <br />location also. This makes it easier for handicapped people to get into the entrance of the bank.
