ROLL CALL: <br />Vice Chairman Spalding called the meeting to order at 7:45 p.m. <br />PRESENT: Vice Chairman, W. Spalding, Board members, C. Allan, J <br />ALSO PRESENT: Assistant Law Director, B. Hreha. <br />Engineer, P. Deichmann, Building <br />REVIEW AND CORRECTION OF MINU'TES: The Planning Commission minutes dated September 24, <br />2002 have been submitted for approval. <br />W. Spalding motioned to approve the September 24, 2002 Planning Commission minutes as written. J. Lasko <br />seconded the motion which, was unanimously approved. <br />BUILDING DEPARTMENT REQUESTS: <br />New North Olmsted Public Librarv: 27403 Lorain Rd.: <br />The proposal consists of new 30,000 square foot Public Library. <br />Acting Chairman Spalding called all interested parties forward to review the proposal. Mr. Hunsicker the <br />representative for the library came forward to review the proposal. Mr. Hunsicker indicated that the new <br />library would be single story with a basement. There are two aecesses, one on Lorain and one on Butternut. <br />The parking is in the middle of the site with sfaff parking on the East Side of the building. There will be <br />sidewalks from Butternut Ridge Road directly to the library entrance. There will be a green-space along <br />Butternut Ridge with walking paths and may or may not have a gazebo. The main entrance faces Buttemut <br />Ridge Road and has a drop-off bin. There will be bike parking and lockers for skateboards. There will be <br />handi cap parking along the southwest entrance and 4-parking spaces along the southeast for 15-minute <br />parking. There is a covered drive-through drop-off area along the east side of the building. There are many <br />outdoor areas on the west side of the site. There will be a formal garden along Lorain road. There is an <br />outdoor patio area for the sta.ff's use. There will be two new ground signs for the library identifying the <br />library and the address. There will be an existing sign brought over from the exiting library and placed along <br />the walking path. On the northeast side of the lot, there will be a masonry wall to block the RTA Bus garage. <br />The first floor will have conference areas with family laboratories, The Sta.ffarea will be to at the south lobby <br />and the focal point will be in the middle of the building and will house a water fountain. The children's area <br />will include an outdoor fenced in garden. The computer room will also be on the west side of the building as <br />well as the non-fiction. The reference area will be to the north and teen area as well as fiction area will be in <br />northeast corner. The layout of the library is designed to allow quick, easy access to all the areas. The <br />elevator,is for.staff only to reach storage area and will be located near the conference rooms in the southwest <br />corner of the building. The meeting rooms in the southwest corner will be used as the library sees fit and can <br />be isolated from the ma.in floor to be used after hours. The site elevations for the project have been altered at <br />the request of many individuals.. The Butternut Ridge driveway has been moved and the facade has been <br />made to have a more formal appearance. The south entrance will have four columns and the north entrance <br />will have three. Cornices have been added to the building to. help preserve the time-period of the <br />-neighborhood. The Building will be constructed in brick (masonry) with a light color band at the bottom of <br />the building and along tlie windowsills of the second floor. There have been two types of pre-cast bricks <br />chosen which appears to represent the time-period best. Two styles of roofing have been chosen for the <br />building and will be bided to help keep the cost down. The siding will be a horizontal vinyl light in color to <br />create a board on board appearance. There have been two types of roofing chosen and that too will go out for <br />bid. Both selections chosen for the site will have a slate appearance. There is some metal roofing over the <br />drive-through window and both entrances, which will be patina green. The banding for the bottom and top of <br />the building will be a cream color stone. The metal fencing, light fixtures and light poles on the site will all
