ROLL CALL: <br />Chairman Koeth called the meeting to order at 6:40 p.m. <br />PRESENT: Chairman, R. Koeth, Board Members, C. Allan, K. O'Rourke and J. Lasko. <br />ALSO PRESENT: Assistant Law Director, B. O'Malley, Assistant City Engineer, K. Bak <br />and Clerk of Commissions, D. Rote. <br />ABSENT: Board Members, W. Spalding and T. Hreha. <br />II. NEW BUSINESS: <br />Chairman Koeth opened the meeting, reviewed that there is a time limit to the meeting, and <br />explained why the meeting was being held. He indicated that the applicants will present <br />their proposal then the board would like to hear from Mr. Margolius and then finally the <br />discussion will be opened to audience participation. <br />IiI. OLD BUSINESS: <br />Rockwynd Subdivision Rezoning Request from A Residence Single to Sing;le-Familv Cluster: <br />The proposal is to rezone Permanent Parcel Number 237-19-002 (5.571 acres) from A Residence <br />Single, to 5ingle Family Cluster District in order to construct a 31-unit single family cluster <br />development. <br />Note: The Planning Commission addressed this proposal at its September 10, 2002 meeting, at <br />which time a work session was requested. The Planning Commission indicated its intention to <br />examine the scope of the rezoning request, its relation to neighboring properties and adherence to <br />the Master Plan. The following individuals have been asked to attend this work session: Mr. <br />Bryan O'Malley from the Law Department, a representative from the Building Department, <br />Councilman Dean McKay, Leonard Corsi of Greystone Realty, and Mr. David Margolius an <br />adjacent property owner. <br />Chairman Koeth called all interested parties forward to review the proposal. Mr. Corsi with <br />Graystone Realty Group came forward to present the proposal. The rezoning they are seeking is <br />Single Family Cluster. The properties to the north are apartments, the west is Single Family <br />Residential A and to the south and east area the land is zoned both apartments and Single Family <br />Residential A. They have met with the residents on Columbia and trie residents are in favor of <br />the rezoning as well as the development plans. They believe that their request of Single Family <br />Cluster will be a good transition between the different developments around them. Mr. Koeth <br />questioned if the entrance would be along -Columbia Road. Mr. Corsi indicated that the entrance <br />would be along Columbia Road and all the streets would be private. Mr. Koeth questioned if Mr. <br />Margolius the owner of the vacant property to the east had any questions, comments or concerns <br />he would like addressed. Mr. Margolius questioned how his property would be affected by the <br />rezoning as his lot is zoned Single Family Residential. He suggested that the 1992 study the City <br />conducted with the Cuyahoga County Commission indicated that all the rezoning nQrth of 1480
