ROLL CALL: ' <br />Acting Chairman Spalding called the meeting to order at 7:45 p.m. <br />PRESENT: Vice Chairman; W. Spalding, Board Members; K. O'Rourke, T. Hreha, S. Asseff and <br />C. Allan. <br />ALSO PRESENT: Assistant Law Director, B. O'Malley, Building Commissioner, D. Conway <br />and Clerk of Commissions, D. Rote. ` . <br />AB5ENT: Chairman R. Koeth and Board Member, J. Lasko. <br />II. REVlEW AND CORRECTION OF NNaNUTE5: The Planning Commission minutes dated July 9, <br />2002 have been submitted for approval. <br />W. Spalding motioned to approve the July 9, 2002 minutes as written. C. Allan seconded the <br />motion, which was unanimously approved. <br />III. BUII.,DING DEPARTMENT REQUESTS: <br />Linder & Associates (Water Tower Square); 4998 Dover Center Road: <br />Proposal consists of replacing existing building with a new 6,090 square foot building. Note: <br />Planning Commission addressed this proposal June 25, 2002. Board of Zoning Appeals granted <br />variances required July 10, 2002. The Architectural Review Board heard the proposal July 17, <br />2002. <br />Acting Chairman Spalding called all interested parties forward to review the request. Mr. <br />Davison, the architect came forward to review tfie request. Mr. Davison reviewed the variances <br />that were granted by the Board of Zoning Appeals. The Architectural Review Boaxd requested <br />that the Dover Center Road view be reworked to have better curb appeal. The architect added <br />aluminum glass doors, more windows and a canopy. Lights have been added to enhance the <br />appearance and a landscaping bed has been added to the Dover Center fagade. The trash area will <br />be enclosed behind a garage door on the north side of the building. Mr. Spalding questioned if <br />the entrances shown on the west and east elevations are for entrance and exit. Mr. Davison <br />indicated that the four entrances would be used. At the request of the Architectural Review Board <br />there will be a sidewalk placed around the building. Mr. Hreha questioned if split-face block was <br />a form of masonry. Mr. Davison explained split-face block and the differences of the masonry <br />bricks that would be used on the building. Mr. : Conway indicated that a new photometric plan <br />would need to be submitted. Mr. Spalding questioned if the applicants could be approved, <br />although the applicants need to return to the Architectural Review Board. Mr. O'Malley advised <br />the board that as the Planning Commission requested, the Architectural Review Board reviewed <br />the proposal. It would not be a good idea for the board to give final approval without the <br />Architectural Review Boards final review. Mr. Spalding indicated that the board would table the <br />proposal until Architectural Review Board has approved the proposal. Mr. Asseff commented <br />that the board liked the changes on the new plans and the next time the applicant comes before the <br />board the proposal would be very quick. <br />W.
