CITY OF leTORTH OLIVISTED <br />"TOGETHER WE CAN MAKE A DIFI'ERENCE!" <br />PLANNING CONIlVIISSION <br />MINUTES - JUNE 25, 2002 <br />IN COUNCII, CHAMSERS <br />7:30 F.M. I. ROLL CALL: <br />Vice Chairman Spalding called the meeting to order at 7:40 p.m. <br />PRESENT: Vice Chairman; W. Spalding, Board Members; K. O'Rourke, C. Allan and J. Lasko. <br />` ABSENT: Chairman; R. Koeth and Board Members; S. Asseff and T. Hreha. <br />ALSO PRESENT: Assistant Law Director, B. O'Malley, City Engineer; P. Deichmann, Assistant <br />Building Commissioner; T. Rymarczyk and Clerk of Commissions; D. Rote. <br />II. REVIEW AND CORRECTION OF MINUTES: The Planning Commission minutes for the June <br />11, 2002 special meeting and June 11, 2002 regular meeting have been submitted for approval. <br />Acting Chairman Spalding indicated that as there were some corrections needing to be made to <br />both the special meeting and regular meeting minutes dated June 11, 2002 their approval would be <br />postponed. <br />Acting Chairman Spalding announced that there are only four Planning Commission members <br />present and it takes four affirmative votes for a proposal to be approved. He indicated that if one <br />member voted against a proposal it would be tabled until the next regularly scheduled Planning <br />Commission meeting. Acting Chairman Spalding questioned if any of the applicants wished to <br />have their proposal tabled. No applicants wished to be tabled. <br />III. BUII.DING DEPARTMENT REQUESTS: <br />1. Cafe Stratos23642 Lorain Road: <br />Proposal consists of deck addition to the exterior of the structure. A variance will be required for <br />parking, as there is insufficient parking to support the structure now and seating has been added to <br />the deck and rear of building. Note: Tliis proposal was tabled at the June 11, 2002 Planning <br />Commission meeting. <br />Acting Chairman Spalding called all interested parties forward to review the proposal. Mr. Stratos, <br />the owner, came forward to review his request. Mr. Stratos presented pictures of the site for the <br />board members to view. He would like to create a European atmosphere for the restaurant. <br />Adding the deck will not increase the volume of noise as no liquor is served at the restaurant. Mr. <br />Stratos believes that the deck will only enhance the appearance of the site. Mr. Spalding voiced <br />that he visited the site and it does enhance the appearance of the site. However, he questioned why <br />the deck was built without acquiring a building permit first. Mr. Stratos suggested the building <br />department instructed him that a pernut was not required if the deck is not attached to the building. <br />Mr. Spalding requested W. Rymarczyk review the variances required. W. Rymarczyk indicated <br />that the applicant requires a 25 car parking variance as well as a 15-foot variance for conducting a <br />business in the required setback. Mr. Stratos requested clarification of the variances required. Mr. <br />Spalding questioned if the applicant required additional parking spaces to accommodate the <br />additional tables on the deck. W. Rymarczyk indicated that the additional tables, although <br />seasonal in use, increases the number of parking spaces required. Mr. Stratos suggested that the <br />building department believes that with additional tables there will be an increase in the number of
