CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE" <br />COUNCILS CONFERENCE ROOM <br />ARCHTTECTURAL REVIEW BOARD <br />NOVEMBER 19, 2003 MINUTES ' <br />1. ROLL CALL: <br />Chairman Zergott called the meeting to order at 5:30 p.m. <br />PRESENT: Chairman B. Zergott, Board.members; J. Nader and J. Crook <br />ALSO PRESENT: City Planning Director K. Wenger, Assistant Law Director B. O'Malley, <br />and Clerk of Commissions D. Rote. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />Architectural Review Board minutes dated September 17, 2003 are submitted for approval. <br />7. Nader motion to approve the September 17, 2003 Architectural Review Board minutes as <br />written. B. Zergott seconded the motion, which was unanimously approved. <br />III. SIGNS: <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Carnegie 1VIanagement & Development Corqoration, Parcel E: (WRD 4) <br />The proposal consists of approximately 211,000 square feet of multiple family housing which <br />includes an 86,000 square foot garage and approximately 211,000 square feet of retail space <br />spread over four (4) buildings and a below grade parking garage. Note: The Planning <br />Commission approved the preliminary land use on May 27, 2003. Variances are required and <br />structures have been relocated from the original preliminary plan. <br />Chairman Zergott called all interested parties forward to review the proposal. Mr. Berryhill <br />with Carnegie Management Corp., Mr. Gilmore with Target Corporation, and Mr. Renzi with <br />Bowen and Associates Architects each were present to review the proposal: <br />Developers Presentation: " <br />Mr. Berryhill suggested that Planning Commission requested they go before the Architectural <br />Review Board on a preliminary basis to receive input on the design or direction their project is <br />headed. The site plan before the Architectural Review Board now is what was presented to <br />the Planning Commission. There will be 5 1 % residential use by way of three outer buildings, <br />which will each, have two story units atop the first floor retail. The residents on the site will <br />have an underground parking garage. The anchor of the development is the Target store. <br />They require large variances for building massing, big box store, setbacks, and heights. Their <br />goal is to make the big-box store look like two separate buildings however it will function as <br />one inside. It will not be as obtrusive as Wal-Mart is across the street. The lifestyle center area <br />is on the west side of the site and has been brought forward to Brookpark Road to buffer the <br />rear residents. The first floor will have high-end retailers with outdoor ambiance for summer <br />use. There is also thought of having outdoor vendors and showcasing local art work along the <br />walkways giving it an old world kind of retail which they axe trying to achieve. The second <br />and third floors will house a total of 100 units and they anticipate that the first floor retailers <br />will live in the family units. Due to the mall, being so close the market will support a lifestyle <br />center of this size. Buildings "D" &"C" will be joined at the second floor by outdoor bridges
