ROLL CALL: <br />Chairman Koeth called the meeting to order at 7:40 p.m. <br />PRESENT: Chairman R. Koeth, Board members; J. Lasko, W. Spalding, S. Hoff-Smith, C. Allan, <br />T. Hreha and M. Yager. - <br />ALSO PRESENT: Assistant Law Director B. O'Malley, City Planning Director K. Wenger, City <br />Engineer G. Durbin, Assistant Building Commissioner T. Rymarczyk and Clerk of Commissions D. <br />Rote. <br />II. REVIEW AND CORRECTION OF MINiJTES: <br />The Planning Commission minutes dated November 11, 2003 have been submitted for approval. <br />R. Koeth motion to approve the November 11, 2003 Planning Commission minutes as written. <br />W. Spalding seconded the motion, which was unanimously approvede <br />III. BUII,DING DEPARTMENT REQLTESTS: <br />1. Carnegie Management & Develomment Corporation, Parcel E: (VVRD 4) <br />The proposal consists of approximately 211,000 square feet of multiple family housing which <br />includes an 86,000 square foot garage and approximately 211,000 square feet of retail space <br />spread over four (4) buildings and a below grade parking garage. Note: The Planning Commission <br />approved the preliminary land use on May 27, 2003. Variances are required and structures have <br />been relocated from the original preliminary plan. Planning Commission tabled the proposal on <br />10-28-03 and Architectural Review Board addressed the proposal on 11-19-03. <br />Chairman Koeth called all interested parties forward to review the proposal. Mr. Berryhill with <br />Carnegie Management and Ms. Bean with Target Corporation came forward to review the proposal. <br />Developers comments: <br />Mr. Berryhill reviewed that they met with the Architectural Review Board and felt that the <br />meeting went very well and that the Architectural Review Board liked what they saw. He <br />understood that the Architectural Review Board wanted to see the Western Reserve style, which <br />includes mansards, gable roofs, and facades that are more dynamic. The new site plan that was <br />submitted for Planning Commission tonight shows the new main entrance, which neither he nor <br />Targets management thinks will work. They will study the issue in more detail to be sure the main <br />entrance works. There will be a series of crosswalks across the main drive, the backs of the <br />buildings and to the Target Store itself using the Architectural Review Boards suggestions. The <br />courtyards are expanded to allow outdoor activity in the rear of the buildings as well as the front. <br />He feels the pathways will address any safety concerns for pedestrians as well as vehicle flow. He <br />questioned if the commissioners received the book defining Lifestyle centers, which show several <br />case studies. It is important to the site to have the outdoor eclectic mix to make sure there is inter <br />active activity between the residents of the site and the retailers to make the concept work. They <br />are moving through the process picking up suggestions and there are still some areas of concern, <br />which will be looked at further. He believed that the rendering the Architectural Review Board <br />members saw de-emphasized the massing of the target store and the Chairman felt the rendering <br />indeed de-emphasize the massing. They look forward to going to the Board of Zoning Appeals to <br />obtain their variances to see if this is a go project. If variances are granted they will move forward
