CITY OF NORTH OL10'ISTED <br />"TOGETHEIt WE CAN MAIKE A DIFFERENCE!" <br />PLAIVNING COMMISSION <br />NIINUTES - JULY 8, 2003 <br />IN COUNCIL CHAMBERS <br />7:30 P.M. <br />I. ROLL CALL: Vice Chairman Spalding called the meeting to order at 7:40 p.m. <br />PRESENT: W. Spalding, J. Lasko, C. Allan, and T. Hreha <br />ABSENT: Chairman R. Koeth, and S. Hoff-Smith <br />ALSO PRESENT: Assistant Law Director B. O'1Vlalley, Assistant Building Commissioner <br />T. Rymarczyk, City Engineer G. Durbin, and Assistant Clerk of Commissions A. Kilbane <br />II. REVIEW AND CORRECTION OF MINTJTES: <br />The Planning Commission minutes dated June 24, 2003 have been submitted for approval. <br />T. Hreha made a motion to approve the minutes as submitted. The motion was seconded by J. <br />Lasko. Roll eall on the motion: J. Lasko, T. Hreha, W. Spalding-yes, and C. Allan-Abstain. <br />Motion carried. <br />Vice Chairman Spalding asked the representatives from Westfield and Auto Zone if they would object <br />to the board addressing the Cingular Wireless proposal first because of the number of residents present. <br />The applicants agreed to the Cingular proposal going first (See number three under Building Department <br />Requests). <br />III. BUII,DING DEPARTMENT REQLTESTS: <br />1. Westfield Shoppin2 Center (Great Northern Mall); PP# 236-09-002 <br />Proposal is to expand the north side of the center to include Galyan's. <br />The Planning Commission addressed this proposal at its 06/24/03 meeting. <br />A 1aearat`s Fresental'ian: <br />Mr. Jim Agliata came forward and said he appeared before the board previously and has since worked <br />out the parking ratio issues with Mr. Conway and Mr. Rymarczyk. The analysis showed they have <br />sufficient parking and tomorrow night he will appear before the Board of Zoning Appeals for the lot <br />coverage. They are asking for 25.8% lot coverage versus the 25% that the code allows. There will be <br />no parking variance required. He then handed out an overall site plan that shows the phasing of the <br />project and the potential development plans. He referred to page five, which is a black and white site <br />plan that was worked out with the Building Department as far as parking. He indicated they have <br />shifted Galyan's to the left because they are not able to move TGIFriday's in a timely manner to achieve <br />Galyan's 1n 2004. He said the next page shows Galyan's with the big box in a re-configured location. It <br />also shows the new retail, proposed theater, and parking structure between J.C. Penny, Sears, and <br />Dillard's. They are not asking for approval for the lot coverage or parking at this time. They are just <br />showing this for information only knowing that these are future plans so the board can see the overall <br />concept they have for the project in the next few years. <br />Gajntnissaan Ouestions and Cc+rrerrcents; <br />Mr. Lasko asked if the existing mall entrance opposite to Penney's will remain the same. Mr. Agliata <br />confirmed that and indicated Penney's was uncomfortable with shifting it down because they get a lot of <br />traffic from the northern lot. They sought approval from Kaufmann's, Dillard's, Sears, and J.C. Penney. <br />It was a way to keep them happy and work around TGIFriday's as far as timing and it still achieves the <br />streetscape along the northern property. Mr. Lasko asked if it also eliminates the need for a new <br />entrance by Sears. Mr. Agliata said that was correct. He said if they do a restaurant down at that end, it <br />may come back in the plan. Mr. Spalding said he does not see the landscaping along Brookpark Road in <br />the plans. It is something they addressed at the last meeting. Mr. Agliata said they have hired a local <br />landscape architect that is working on those plans and they anticipate presenting that at the Architectural <br />Review Board meeting.
