CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />PLANNING COMMI5SION <br />MINUTES- JANUARY 14, 2003 <br />IN COUNCIL CHAMBERS <br />7:30 P.M. <br />"DUE TO A TECHIVICAL ERROR THE MINUTES ARE WRITTEN FROM THE CLERKS NOTES" <br />1. ROLL CALL: <br />Vice Chairman Spalding called the meeting to order at 7:45p.m. <br />PRESENT: Vice Chairman, W. Spalding Board members; K. O'Rourke, T. Hreha, J. Lasko and S. <br />Hof-Smith. <br />ALSO PRE5ENT: Assistant Law Director B. O'Malley Building Commissioner D. Conway and <br />Clerk of Commissions D. Rote. <br />ABSENT: Chairman, R. Koeth and board member C. Allan. <br />U. REVIEW AND CORRECTION OF MINUTES: <br />The minutes of the December 10, 2002 Planning Commission meeting have been submitted for <br />approval. <br />W. Spalding motioned to approve the December 10, 2002 Planning Commission minutes as <br />written. J. Lasko seconded the motion, which was unanimously approved. Motion Carried <br />III. BUILDING DEPARTMENT REQUESTS: <br />1. EAI Realtv, Inc., 26350 Brooknark Rd. (Former TOPS grocerv store): <br />The proposal consists of a private post-secondary career school, a conditional use permit is required. <br />Vice Chairman Spalding called all interested parties forward to review the proposal. Mr. Zvaigzne <br />Campus President, Mr. Barnett Owner of Education America, Mr.. Forrest President of Education <br />America, Mr. Deguzman Chief Operations Officer and Mr. Shroeder from Visconsi (current owners) <br />were present to review the proposal. <br />Developers Presentation; <br />Mr. Zvaigzne indicated that they had briefly met with a couple of Council Members and <br />administrative personal and each seemed to be in favor of the proposal. Education America <br />currently has 700 schools. They will only be using a portion of the roughly 40,000 square foot <br />building. Once the school is established, they will expand to use the entire building. They have 300 <br />parking spaces, which should be more than enough to accommodate the school. This will be a new <br />type of school for the Northwest area as well as North Olmsted. Their research has shown that 80% <br />of the students currently enrolled in their Maple Heights schools come from the West Side. <br />Currently North Olmsted has no secondary schools, which offer degrees. The four areas of degrees <br />that we offer are Information Technology, Business and Health Sciences at the certificate or <br />associates degree level. Mr. Zvaigzne commented that they would be contributing to the growth of <br />North Olmsted. They bring higher education to the city, employment positions, customers for RTA <br />as well as the mall owners and surrounding restaurants. Currently the schools payroll at Maple <br />Heights is 2'/z million a year, and expect to do as well in North Olmsted once they are fully <br />established. They hire private security at Maple Heights school and will here as well. The school <br />targets high school graduates and people wanting to make career changes. The school is low <br />maintenance and fits well in small areas. <br />Board Members Comments and Concerns;
