CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIF'FERENCE!" <br />? PLANNING COMVIISSION <br />MINUTES - JANUARY 13, 8004 <br />IN COUNCIL CHAMBERS <br />7:30 P.M. <br />I. ROLL CALL: Chairman Koeth called the meeting to order at 7:35 p.m. <br />PRESENT: R. Koeth, J. Lasko, S. Hoff-Smith, T. Hreha, W. Spalding, M. Yager, and C. Allan <br />ALSO PRESENT: Planning Director K. Wenger, Assistant Law Director B. O'Malley, Building <br />Commissioner D. Conway, City Engineer G. Durbin, and Assistant Clerk of Commissions A. Kilbane <br />Chairman Koeth announced that the Dunkin' Donuts-Baskin Robbins proposal has been withdrawn from <br />the agenda. Residents will be notified when the proposal is to return to the Planning Commission. <br />II. REVIEW AND CORRECTION OF NIlNUTES: The Planning Commission minutes dated November 25, <br />2003 and December 23, 2003 have been submitted for approval. <br />R. Koeth made a motion to approve the minutes of November 25, 2003 as submitted. The motion <br />was seconded by W. Spalding and unanimously approved. <br />R. Koeth made a motion to approve the minutes of Deceinber 23, 2003 as submitted. The motion <br />was seconded by W. Spalding and unanimously approved. <br />III. BLTII,DING DEPARTMENT REQUESTS: <br />Dunkin' Donuts / Baskin Robbins; PP# 237-09-005, Clague Road (WRD 2) <br />Proposal consists of construction of a new Dunkin' Donuts / Baskin Robbins retail building. Note: The <br />Architectural Review Board addressed the proposal on 11-19-03 and 12-17-03. Planning Commission <br />tabled the proposal 11-25-03 and applicant tabled themselves on 12-23-03. Variance is required. <br />THIS PROPOSAL HAS BEEN WITHDRAWN AT THE REQUEST OF 'I'HE APPLICANT. <br />2. Sprintcom, Inc.;27351 Butternut Ridge Road (WRD3) <br />Proposal consists of the construction of a telecommunications monopole at the southwest area of the <br />North Olmsted football field, which will include the reinstallation of the existing lights. Note: The <br />Architectural Review Board addressed this on 12-17-03 and the Planning Commission tabled the <br />proposall2-23-03. <br />Mr. Lasko announced that for reasons stated at the last meeting, and now as a member of the Board of <br />Education, he is compelled to recuse himself from any consideration or discussion of this proposal. Mr. <br />Koeth said for this new year, he would like to first go to the City's experts and hear any cominents they <br />might have on each proposal. Once that is done, he would like to get a representative from Sprintcom <br />come up and then the board will ask questions. <br />Building Department Comments <br />Mr. Conway said the drawing has been amended and resubmitted. He then mentioned his memo of <br />December 8 that identified 4 items to be addressed. The only thing left now is the applicant does not <br />have a 15 foot landscaping buffer around the facility, and they have mounted lights on the one pole. <br />They have increased the width of the driveway and have provided the off street parking space. Those are <br />the only 2 items left and they can be addressed by the Planning Commission. It does not require an <br />appearance before the Board of Zoning Appeals. <br />Engineering Department Comments <br />Mr. Durbin said they sent a letter to Sprintcom on December 9, 2003 that listed some issues to be <br />addressed.
