ROLL CALL: <br />Chairman Zergott called the meeting to order at 5:35 p.m. <br />PRESENT: Chairman B. Zergott, Board members; J. Nader and J. Crook. <br />ALSO PRESENT: Planning Director K. Wenger, Assistant Building Commissioner T. Rymarczyk, <br />Clerk of Commissions D. and Secretary to the Planning Director L.1VIcNabb. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />The Architectural Review Board minutes dated June 16, 2004 are submitted for approval. <br />Mr. Crook requested that the wording regarding the deck railing system be changed to read entire deck <br />railing system. Board members voiced that the planter beds were in place. They do not have 90% <br />evergreens and work is being conducted on the site, which has not received final approval. Ms. Wenger <br />indicated that she would talk to the forester and look into the status of the site. <br />B. Zergott rreoved to approve the June 16, 2004 minutes as corrected. J. Crook seconded the <br />motion which was unanimously approved. <br />III. SIGNS: <br />N. OLD BUSINESS: <br />1. Carnegie Management & Dlevelopment Corqoration, Parcel E: <br />Proposal consists of ground covering behind fenced areas only. <br />Chairman Zergott called all interested parties forward to review the request. Ms. Wenger reviewed that <br />the applicants did not receive notice of the meeting and she would review the issues. She reviewed that <br />on June 28, 2004 Council approved Carnegie Managements development plan for Parcel E, but would <br />like the Architectural Review Board to advise the applicants on what should be used as plantings for the <br />areas disturbed by the construction of the mounds and removal of trees. Council requested the <br />Architectural Review Board address what ground coverings should be used in the buffering areas <br />between the back of the mounds to the rear residential lines. The following neighbors were present; Mr. <br />Skoulis, Mrs. Diver, Mr. Bainett, and Mr. Yun voiced the following concerns: 1). What trees will be <br />removed and what ti-ees would remain? 2). What kind of landscaping will be used so drains behind the <br />mounds do not become blocked and who will maintain them? 3). They would like a say in the trees that <br />are to be removed and vvould like to meet with the owners. 4). The north west corner mounds and <br />fencing ends short of buffering all the hcmes along Linda Drive. They would like the mound and fence <br />continued to the edge of the property line abutting the Great Northern Blvd property. 5). Residents <br />would like to be allowed to plant what ever they like in the buffer area between homes and mounds. 6). <br />Residents along Lincta drive want buffer area to remain in a natural state. 7). Residents are concerned <br />about water draining into their yards. The board questioned what type of vegetation the residents wanted <br />planted for those are<is disturbed by construction. Residents would like area to remain in a natural state. <br />Mr. Zergott reviewed that if any trees are removed or planted the grounds could not remain in a natural <br />state. Placing the mounds and drainage system in place is going to alter the sta,te of the grounds. He <br />would like the applicants to use a highway grass which grows up to 3-feet tall or a clover in the buffering <br />area. City Engineer Durbin reviewed that the applicants must retain any water that falls on their land on <br />their site. They can not drain into the neighboring properties. Ms. Wenger requested the neighbors <br />invite the City Forester to a meeting with the residents so they can voice their concerns regarding what
