AR
dministrativeeport

August 1 to August 31, 1995

M
anagement
The meetings held in early June with the North Olmsted Hockey Club and the West Shore Figure
Skating Club culminated in a unique opportunity to purchase the used lexan glass from Gateway
Arena which was being sold by Richfield Properties, Inc. The lexan glass was identified as being in
very good condition and certainly a bargain for $17,000, especially since this glass was valued at over
$80,000 new. Representatives from all three organizations worked very closely together to identify
the various additional facility renovation requirements such as glass supports, dasher board repairs
and supports, and other logistical construction needs. Bud Tetzloff, North Olmsted Hockey Club
Treasurer, was instrumental in spearheading this effort and coordinating the necessary purchases
with the City. The attached article will hopefully be the first of several more which will focus on this
greatly needed improvement which will enhance the quality of play, safety, and aesthetic appearance
of the Ice Arena.

The attached letter pertaining to the Nature Works application filed in 1994 unfortunately notifies the
City that their request for financial support was denied in the first round of funding for the fiscal year
1994. The letter also states that over 550 applications were received requesting $50.5 million which
was over $39 million more than the available funding for local grants. This grant application was
primarily intended for the renovation of the Ice Arena roof. Ron Wilamosky, Personnel and
Administrative Services Director, resubmitted the City’s application for the second round of
consideration. Fortunately there could be as many as four rounds being considered for eventual
funding.

Carol Sanford, Bookkeeper, per the request of the Personnel and Administrative Service Director, Ron
Wilamosky, is now tracking employment applications as part of our compliance with Equal
Employment Opportunity and Affirmative Action guidelines. The employee flow forms are submitted
on a monthly basis to the Personnel Department. This procedure was particularly useful in pointing
out that original employment applications were being distributed to supervisors in the Parks and
Recreation Department for consideration but no copies were being made for the main office files.
This procedure was also modified and only copies are being distributed to the appropriate
supervisors.

In May the City Council and City Administrators reviewed the pay raises for full-time employees and a
final decision was reached regarding this situation. However, the wage freeze which had been in
effect for approximately one year for the part-time employees remained in place until further
recommendations by the Recreation Commissioner, Mike Dolansky, could be evaluated by the Safety
Director, Carolyn Kasler, and the Mayor. Approximately 23 employees were effected by this decision
and both the retroactive cost and future fiscal year costs were considered in the evaluation. To
address the concerns being expressed by the part-time staff while this evaluation was being
considered the attached letter was sent out in early June. When the pay freeze was lifted and the
988 hour merit pay increases were approved by the Mayor and Safety Director in early July the
second attached letter was distributed.

1
