NORTH OLMSTED PARKS AND RECREATION COMMISSION MEETING

MARCH 20, 2000

Meeting called to order: 7:09 p.m.

Attendance: Claire Hayes, Chairman
Tom Jenkins, Safety Director
Duane Limpert, City Council Member
Dave Gardner, Member
Debbie Adams, Member
Richard Scott, Member
Todd Morgan, Commissioner
Judith Ptacek, Secretary

Absent: Tim Smith, Vice Chairman

Visitors: Jim Larsen and Jim Ptacek, Larsen Architects

Visitors Opportunity to Address Commission:

Messrs. Larsen and Ptacek made a detailed presentation of the new Middleburg Heights facility,
for which their company was the architectural firm. Salient points regarding funding were that
the facility will be paid for through taxing employees of the city, not residents, enabling attractive
resident fees. Generation of funds will approximate $3,000,000 per annum. The only patrons of
the facility will be residents of Middleburg Heights and employees of the City, who will pay $220
a year for a family of five, $20 each thereafter; $35 for seniors. There will be program fees
additionally; however, the City will contribute 30% towards program costs. Note that Middleburg
Heights has a bigger industrial base than North Olmsted.

Mr. Larsen excused himself for another commitment. The slide presentation by Mr. Ptacek gave
a general overview of the facility: party rooms; babysitting, crafts; story telling on the floor level,
with safety being a priority. There is a control desk with views to all spaces. The pools are
st
shown to be user-friendly for all age levels, with opening set for June 1. Openness and
“connectedness” of basketball, volleyball courts, aerobics room and an “all purpose room” were
shown. Fitness, track, and weight facilities are on the second level.

Outside the center are tennis courts and parking for over 300 cars. A chain link fence separates
the residents from the facility. Both the storm and sanitary sewers have been modified to
accommodate the facility’s needs.
