Mr. Scott thanked the Commission for the
honor and stated that he enjoyed his time on the Commission.

An introduction of the Recreation Commission members was made to the visitors. The visitors
included Mr. Ray Klesta, former North Olmsted Hockey Club member and his lawyer, and
members of the North Olmsted Hockey Club.

The purpose of the visitors was to discuss Mr. Klesta’s request for a review of the current
prioritization of ice rink usage and his request for ice time for the ‘02-03 season. Mr. Morgan
stated that there is no formal hierarchical structure in place for rink usage. However, Betsy
Drenski, Rink Supervisor, has developed a prioritization schedule based on the history of the rink
facilities, while referring to other clubs’ policies set for permits as guidance.

It was decided after much discussion, by Mr. Jenkins, that the only issue that needs to be
addressed by the Recreation Commission, is a recommendation for a solution to the right to rent
the rink and the structure of prioritization. It was noted by Mr. Scott that the NOHC has had ice
priority since it’s inception and has been in good standing with the NORC since his term on the
Commission began 17 years ago. Addressing Mr. Klesta’s request for primetime ice, which was
established by Mr. Morgan to be 5:30am-11:30pm Saturdays and Sundays and 5:30pm-11:30pm
Weekdays, Mr. Hoyer inquired if Mr. Klesta would be flexible on his hours. Mr. Klesta
answered, “Yes, but diversity would be helpful.” Mr. Morgan stated that Mr. Klesta’s request for
a contract for 2002-2003 season, at this time is not feasible. Generally, contracts for the
following season are addressed in May and June. Mr. Jenkins suggested that Mr. Morgan
determine and/or establish dates/deadlines for scheduling ice time for various groups. Mr. Jenkins
also questions if the percentage of residents should be a pertinent factor in qualifying or not
