After introductions around the room, Mr. Jesse <br />continued by saying that NOSO has made a proposal to gift the City a water line at <br />Barton/Bradley Park. This was first proposed in late Fall/early Winter 2004 and included the <br />good to come of it and what would be necessary for the City to input to make it happen. Mr. <br />Jesse asked Mr. Saunders to make his presentation. Mr. Saunders began by saying that, a few <br />years ago, the City experienced a very harsh summer, and the condition of the fields was very bad. <br />There were many ruts and very little grass. At that time he challenged NOSO by asking if they <br />had unlimited funds, what should be done with the fields. One response was that the fields <br /> <br />
