Kelley, Member <br />Ted DiSalvo, Recreation Commissioner <br /> <br /> Betsy Drenski, Assistant Commissioner <br /> <br />Absent: Richard Jesse, Safety Director <br /> <br />Meeting Called to Order/Minutes Approved <br /> <br />The Meeting was called to order and roll-call taken. <br /> <br />The December minutes were approved as read upon Motion duly made by Mr. Kelley, seconded <br />by Ms. Jones. Roll call was taken. There were no corrections or additions. <br /> <br />SUB COMMITEE REPORT <br /> <br />The Sub Committee met at 6:30 p.m. at the Recreation Center to discuss the usage of the <br />recreation facilities. There were two issues: one was the regulation of the distribution of <br />materials at the facility. The second was the facility usage: what rooms could be used and by <br />whom. Both of these are First Amendment issues. <br /> <br />Mr. Gareau spoke with Mr. Dubelko, who provided a Memorandum, which Memo's purpose was <br />to recommend to the administration the appropriate time, place and ban on regulations on <br />individuals to arrange to distribute or circulate papers or other information within the Rec Center. <br />It also sets forth recommended regulations on the public use of the recreation center facilities as a <br />place for gathering. It should be noted that these rules are intended to be applicable to all <br />individuals regardless of the content of the message to be disseminated for the purpose of the <br />gathering. They also are intended to serve the significant government interest of minimizing <br />interference with ongoing recreational activity at the Center, including interference with persons <br />who are participants as well as spectators while leaving open ample alternative channels for <br />communication. The distribution regulation was suggested to the administration as follows: <br />distribution or circulation of any papers, any bills, handouts petitions, etc., commercial, political <br />or otherwise by any person is limited to the front lobby area of the Rec Center up to and within <br />ten feet of the ticket booth station. "Person" as used herein shall not include individuals acting on <br />behalf of a political subdivision. That has to be subject to approval because it is voter registration. <br />The administration may delineate an area within the lobby for such activities <br /> <br />
