MINUTES OF THE 2007 BUDGET MEETING OF
THE NORTH OLMSTED PARKS AND RECREATION COMMISSION
February 19, 2007

Meeting called to order: 6:05 p.m.

In Attendance: John Dailey, Director, Community Life Services,
Acting Chairperson

Paul Barker, Councilman

Ted DiSalvo, Commissioner

Norm Baxter, Member
Terry Groden, Member
Chris Scarl, Member

Visitors: None

2007 Budget for North Olmsted Parks and Recreation

Expenses

Mr. Dailey reported that there is not much extra in the Budget for 2007. Everything is more
expensive; wages and benefits primary. There are only a handful of things the Rec is looking to do this
year building wise and capital expense wise. He then turned the meeting over to the Commissioner.

Mr. DiSalvo said that all wages went up one percent, maximum, so nothing increased but marginally.
As John (Dailey) mentioned, there is really not that much of an increase expense-wise. There is
nothing that sticks out that would really bring up any questions why there was such a huge increase in
one particular area. The one item is hospitalization: that would be a range of 25-30% increase for
employee insurance. Mr. Dailey said that pensions would also be included in the substantial increases
for expenses.

Mr. Dailey then asked the Commission members to look at page 46 (the second page of Expenses),
the bottom starts out with the first full year of Enrichment Programs with Jenny (Couts) starting as a
Supervisor in April. That wasn’t accounted for in the ’06 Budget, so any increases, especially with
insurance, salary and benefits went up with that. This will be the first full year to have an Enrichment
Supervisor. Mr. Dailey questioned if Jenny more than pays for herself. Mr. DiSalvo said yes, with the
income she’s bringing in she’s offsetting the expenses of actually having the Enrichment Cost Center.
The Enrichment Programs are basically everything except anything to do with sports: Jenny
