NORTH OLMSTED PARKS AND RECREATION COMMISSION

July 7, 2003 (Revised: See Page 8)

Meeting called to order: 7:07 p.m.

In Attendance: Claire Hayes, Chairman
Norm Baxter, Member
Richard Jesse, Safety Director
Michael R. Gareau, Jr., Councilman
Randi Jones, Member

Anna Kanis, Member
Ted DiSalvo, Recreation Commissioner

Absent: William D. Kelley, Member

Visitors: None

The Meeting was called to order and roll-call taken. Motion to approve the minutes from June, as
read, was made by Mr. Gareau, with a second by Ms. Kanis. Roll was called; all were in favor;
Motion passed. No corrections or additions were requested.

REPORT BY RECREATION COMMISSIONER

North Olmsted Park Basketball Court Update

Mr. DiSalvo reported that the basketball court specifications have been approved and are ready
for bid. Ms. Hayes asked if there was a deadline for the bids; Mr. Jesse reported yes, that they
were written in such a fashion that if they are over $15,000, they will still be valid. There's a
$15,000 cutoff; if less than $15,000, three quotes will be accepted, so the City won't need to re-
bid. Mr. DiSalvo continued that, when these bids are completed, the bleachers will be placed in
thth
the Sun newspapers for bid Thursday, July 10, due July 30. Mr. DiSalvo then passed the
specifications around the table for the Commission's review.

Vending Service Agreement

The vending service agreement currently in force is null and void. Mr. DiSalvo said that the
Recreation Department can now do whatever is necessary to push for a new agreement by bid for
arcade and change machines as well as food/drink machines. Mr. Gareau stated that this will be a
contract generating revenue, and these types of contracts are subject to solicitation from different
contractors. The Board of Control will review the contracts to determine which one will be
taken, and City Council will have input as well. Mr. DiSalvo would like the vendors to give
presentations, since the Commission was not impressed with Metropolitan Vending. Mr. Jesse
stated that certain criteria would be developed for the agreement, and then companies would
make their presentations based on those criteria. The agreement would be handled
