CITY OF NORTH OLMSTED
CIVIL SERVICE COMMISSION
NORTH OLMSTED, OHIO
Regular Meeting
February 27, 1986
The regular meeting of the Civil Service Commission was called to order at
8:42 p.m. Present were Ed Boyle, Jack Fairfield, Pat Bahas, Mark Musial, Bob
Wendt, Sandi Westerfeld and, for short time, Ron Talon, Janet Saringer and
Ron Wilamosky.
ELECTION OF CHAIRMAN:
Bob Wendt nominated Mark Musial for chairman, nomination accepted and voted in
favor unanimously.
CORRESPONDENCE'FROM ED BOYLE:
Discussion re: Billie Or.ing
Billie Oring's pay was decreased in anticipation of Mrs. Oring filling a new
position. Funds for the new position were put on a new line item and because
a new position cannot be created in this manner, Secretary Westerfeld was
instructed to communicate to Mayor Petrigac that Mrs. Oring's salary cannot be
reduced in anticipation of a new position and that her full salary must be
reinstated. A new position must be approved by Council and then a job description
must be submitted to Civil Service so a determination as to Civil Service status
can be made.
Discussion re: Bockwich
Ms. Bockwich, paid under the Recreation Department, was being transferred to the
Senior Citizen.-CeAter::: The Commission has no jurisdiction in this matter since
Ms. Bockwich is a part-time employee.
Discussion re: Dave Sanker
Mr. Sanker, who originally filled the position of HVAC Inspector, became the interim
Building Commissioner until Mr. Szabo was hired. During this interim period Mr.
Sanker's salary was increased. When Mr. Szabo was hired, Mr. Sanker began the duties
of both Building Inspector and HVAC Inspector. According to Civil Service rules,
one person cannot fill two Civil Service positions simultaneously. Secretary
Westerfeld was instructed to communicate to Mayor Petrigac the following: If Mr.
Sanker remained on as Building Inspector, he would have to compete in a written
exam and rank in the top 3 positions to retain his job. If he went back to HVAC
Inspector, he would be grand -fathered in as--Civil-•°Service. If the two positions are
to be combined, Council would first'have to approve the new position before Mr.
Sanker can be paid as such. Also, would Mayor Petrigac please respond to the
Finance Committee and Civil Service on Mr. Sanker's position before the next pay
period. There is the possibility that Mr. Sanker might owe the City the difference
between his regular pay and the elevated amount he received from the time Mr. Szabo
was hired.
