CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />NORTH OLMSTED CIVIL SERVICE COMMISSION REGULAR MEETING - AUGUST 20, 1987 <br />ROLL CALL: <br />Commissioners: Pat Bahas, Tom Stroh, Bob Wendt, Secretary, Peg Hill <br />Attending: Police Chief Marsh, Officer Barry O'Toole, City Safety <br />Director, Bud Becker. <br />Members of the press representing WEST LIFE AND SUN NEWSPAPERS. <br />Meeting called to order by secretary at the new time of 4:00 P.M. The <br />meetings originally scheduled for 7:30 P.M. on the fourth Thursday of <br />the month have been changed to the new time of'4:00 P.M. <br />Old and new business, as well as agenda items were moved to accomodate <br />the opening of the Police Sergeant's test envelopes by the <br />commissioners. <br />Mr. Wendt preceded the opening of the envelopes with the.reading of the <br />Report.from the testing company: generally those taking the examination <br />did outstandingly well - way above the national norms - and it is a <br />credit to the Police Department of North Olmsted. Basically, most of <br />the officers were 7% points above the national norm. The testing <br />company, working only with I.D. numbers and not names, related that one <br />officer ranked in the 1% range in the country by answering 94 questions <br />correctly. McCann recommended that the passing raw score be set at 77. <br />Although we can go below that score to 74 enabling the commission to <br />pick up a couple more people. By using the score of 77 raw, which -is <br />7.7. above the national norm we would actually pass ten (10) people. If <br />we set the score at 74 we would pass thirteen (13). <br />Mrs. Bahas questioned how many people took the test - and Mr. Wendt <br />responded nineteen .(19). Mr. Wendt recommended to the commission we. use <br />the score of 74, because even at that score it is 5 points above the <br />national norm. All commissioners in agreement to set the score at 74, <br />passing thirteen (13) of the nineteen (19) people taking the test. Mr. <br />Wendt in answering a question regarding the rationale of the passing <br />score presented by Mrs. Bahas explained: the testing company felt that <br />because these candidates scored so high, above national norms, that we <br />would not be compromising anything to pick up more people. Cutting the <br />score to 77 would pass ten (10) people, but the other three (3) people <br />did above national average and we are looking at a high caliber of <br />people taking the test, based on the overall scores. Therefore a <br />passing score of 74 was suggested as the passing grade. <br />The testing company congratulated the Borth Olmsted Police Department in - <br />achieving high scores in the Police Sergeant test. <br />Extra point credit was given for seniority and evaluations. and added to <br />the candidate test scares. <br />A summary of the police.:sergeant test scores may be attached to the. <br />minutes of.the August 20th meeting., if approved. <br />
