CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />4EMOGO <br />CIVIL SERVICE COMMISSION MEETING - SEPTEMBER 22, 1988 <br />Present: Commissioners; Madeline Brookshire, Tom Stroh, Bob Wendt, <br />Secretary, Peg Hill. <br />Minutes approved from the last regular meeting of the commission in June <br />of 1988. Commission recesses for the months of July and August. <br />OLD BUSINESS <br />The secretary forwarded to the NOMBL, with copies to the Mayor and <br />Service Director informing them that a communication forwarded to Mr. <br />Ken Mues dated February 25, 1987 written by then Chairperson for the <br />Commission, Mrs. Pat Bahas, was to be considered in error as written and <br />should therefore be considered null and void. Members of the commission <br />at that time were unaware of this communication and the opinion in the <br />letter was not the result of a commission meeting. <br />As a result of several meetings with the commission and the employees in <br />the bus garage, as well as city administrators, the commission has ruled <br />that the NOMBL personnel employed in the bus garage, known formerly as <br />laborers - now classified as hostlers/servicemen, are to be considered <br />Unclassified and therefore not represented by Civil Service <br />jurisdiction. Also a letter was sent to Ken Mues, NOMBL, indicating <br />those employees in his department that were covered by Civil Service. <br />Questions were raised regarding the testing of the mechanic at the bus <br />garage. Commissioners agreed this position could be handled similar to <br />the format used for the school bus mechanic, an in-house test, with <br />the testing questions and other documents forwarded to the commission to <br />become a part of the civil service file. The commission will invite Mr. <br />Ken Mues to the next meeting, October 27th, for discussion purposes. <br />Copies of the N.O. Civil Service Rules & Regulations as sent to Law <br />Director Gareau were returned to commission with notes and written <br />comments made by Mr. Gareau during his review of same. Commissioner <br />Stroh offered to study the document further and discuss the Law <br />Director's critique of the Rules with further discussion to take place <br />at the October meeting. <br />NEW BUSINESS <br />Testing companies have been, upon request, forwarding to the Commission <br />testing materials. Mr. Wendt volunteered to review this material and <br />discuss his findings with the Commission. <br />The commission has a certified and ranked list of Police Department <br />candidates. Psychological testing of police candidates was discussed by <br />members of the Commission. <br />(continued on Page #2) <br />
