George Ruple, H.O.P.D., Flash <br />Fairfield, Report for WE,STLIFE. <br />The regular meeting was set aside to introduce Sgt. Ruple who had a <br />question on the recently administered Lieutenant -test review. <br />Mr. Stroh, Chairman of the Commission, related that we had met with <br />Sgts. Mason & Ruple on )larch 23, 1989 and felt we had satisfactorily <br />answered some of the questions that were raised at that meeting. <br />Primarily the question of Sergeant O'Toole viewing questions on this <br />current test he had seen on.previous tests. Sergeant Ruple related <br />when he received the test results there was no indication that he could <br />appeal to the commission for a review, nor, at that time, did he find <br />the ranking for evaluation and seniority. simply the raw score. Mr. <br />Stroh inquired from Sgt. Ruple if subsequent to that did he not receive <br />a second notice and further related that the secretary had called him <br />and as we had not sent the candidates their ranking -plus the other. <br />necessary information, it was to be taken care of with a second notice <br />to the sergeants. Sgt. Ruple stated he did receive the second notice, <br />but at the same time he did not receive the procedure for review of the <br />test. Mr. Wendt related that civil service did not have to advise of a <br />review process but if a review was requested by those tested it -would <br />be granted. A review is only granted on a promotional -test not on an <br />entry examination. Mrs. Brookshire quoted the minutes of the March <br />meeting in which it was stated that after the test results are received <br />with an explanation from the test company there would be-aµspecial <br />meeting called and everyone could hear the results:- -Sgt. Ruple <br />discussed the fact that the testing company did say there were twelve <br />questions that could be repeat questions, however -Sgt O'Toole.,didstate <br />that there were twenty questions, as stated in -the minutes.. Again a <br />discussion followed on the repeat questions -and others concerning the <br />review of the test. Mr. Stroh in answer to Sgt.-Ruple referred to the <br />right of protest in which it is stated that the commission does not have <br />to discuss the testors reference material. Sgt: Ruple stated that <br />approximately two years ago two officers told him that they were allowed <br />to take home the questions. Sgt. Ruple stated that these officers took .: <br />the questions and they had -to be returned within twenty-four hours. . Mr. <br />Stroh related that he could not recall this happening since he was on <br />the commission and he has been a member for about -two years. Contrary <br />to what may be the thought here, Stroh stated, the commission tries to <br />maintain the utmost security regarding these tests and if one is <br />released by the commission it would be A problem. Mr. Stroh, questioned <br />Mr. Wendt regarding the release of tests and -Mr. ­Wendt stated he never <br />witnessed a release of a test.
