CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTCD, OHIO <br />4EEOGO <br />SPECIAL CIVIL SERVICE MEETING: APRIL 15, 1991 <br />PRESENT: Chairman Robert Wendt, Commissioners Henry Robinson, <br />Alan Kovelan <br />GUESTS: Safety Director Ernest Gundy, Fire Chief Osterhouse, <br />Police Chief Sefcek & Mr. Huggins from Insight & <br />Attitudes "Management & Training Consultants" <br />MINUTES OF PREVIOUS MEETING APPROVED AS READ. <br />Mr. Huggins is the President of Insight and Attitudes "Management <br />and Training Consultants". This company has had a lot of experience <br />with small companies. They do consultant training which consists <br />of. <br />1. Market Research Attitudes Survey. <br />2. Management - Audio Program Evaluation - finding out what the <br />problems are and helping to resolve them. <br />3. Preparing and Training Candidates. <br />Since the City of North Olmsted has had very few minorities who have <br />been hired off of the certified list, the Civil Service is now <br />looking for other ways of getting minorities to score higher on our <br />exams. so that they can hire them onto our forces. Chairman Bob <br />Wendt said that we have had minorities pass the written examination <br />but we have not gotten to where they ranked on our list. <br />Mr. Huggins says that he first needs to know the community and find <br />out what type of people would fit into our community. Then Mr. <br />Huggins needs a plan to recruit minorities (where should they go and <br />try and recruit minorities)? After the candidates have been <br />recruited then Mr. Huggins says preparing them is very important. <br />This is a long procedure and they need 6-8 months to train/prepare <br />them. If North Olmsted decides to use Mr. Huggins for the Police <br />examination next year, they would need to begin recruiting around <br />May of 1991. <br />Mr. Huggins will also need to know which testing company we will use <br />so that he can find out the type,of test which will be given in <br />training/preparing the candidates. <br />North_ Olmsted Civil Service does handout study guides from the <br />t testing company to use for the entry level police/fire exams. which <br />helps in preparing all the candidates. <br />
