CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />4MDOGO <br />CIVIL SERVICE MEETING: October 24, 1991 <br />PRESENT: Chairman Henry Robinson, Commissioner Al Kovelan, <br />Secretary Tracy Ice <br />GUESTS: Fire Chief Osterhouse, Jacqi Templeton <br />Westlife Newspaper, Ronald Wilamosky Personnel, <br />Karen Zupanc Sun Newspapers, Gina Crea Recreation <br />Department, Tom Fattlar Parks and Recreation Department <br />MINUTES OF PREVIOUS MEETING APPROVED AS READ. <br />Al Kovelan - I would like to welcome you all here today. We are <br />going to open this meeting of Civil Service for October 24, 1991, <br />hopefully everyone here has signed in, when they came in, if you <br />have not, please do so. <br />I am Al Kovelan Commissioner,this is Henry Robinson Commissioner, <br />and today he will be acting Chairman for the Commission. <br />OLD BUSINESS <br />Who should be on the Civil Service List? Al Kovelan said that in <br />the past we have had some problems in certain areas that were <br />normally covered under Civil Service that went under Union Agreement <br />and they are now represented by a Union Representative. Therefore, <br />they no longer are protected by us, so what we need to do since we <br />are always upgrading our handbook and upgrading our status here in <br />Civil Service. (Ron Wilamosky gave Al Kovelan an article that says <br />"the Agreement provides for final and binding arbitration of <br />grievances, public employers, employee, and employee organizations <br />are subject solely to that grievance procedure and .the state <br />personnel,board of review or civil service commissions have no <br />jurisdiction to receive and determine any appeals relating to <br />matters that were the subject of a final and binding grievance <br />procedure". So what is going to be done is Ron Wilamosky said that <br />he would supply the Civil Service with a complete list of -'all <br />employees who are covered under civil service, who are covered under <br />union and who have no coverage, at this time. <br />Al Kovelan said that this Commission in the past has discussed the <br />upgrading of Clerks to a Secretarial B position for several reasons. <br />Both positions do basically the same type of work so it seems <br />foolish to have two classifications doing the same job. It is <br />better to upgrade the a Clerk to,a Secretarial B position and let <br />
