CITY OF NORTH OLMSTED
_ CIVIL SERVICE COMMISSION
NORTH OLMSTED, OHIO
CIVIL SERVICE MEETING: April 23, 1992
PRESENT: Chairman Henry Robinson, Commissioner Jim Hines,
Secretary Tracy Ice
GUESTS: Chief Osterhouse, Mr. Gundy
MINUTES OF PREVIOUS MEETING APPROVED AS READ.
Al Kovelan was excused from this meeting.
OLD BUSINESS
The Entry Level Police Physical Agility Test is scheduled for
Tuesday, May 5, 1992 at 7:00 pm at the High School Gym. Civil
Service will have 40 candidates taking the Agility Test. Chief
Osterhouse will drop off the dummy which will be used for one of the
tests, sometime on May 5th at the school.
The Building Inspector test was given on March 30, 1992. The
results are in and the Commission will decide the passing score
after this meeting. Mr. Gundy requested 6 names with applications
to be sent to him so that he can begin to do interviews. Mr. Gundy
said that he may end up hiring 3-4 Building Inspectors in the next 2
years. Mr. Gundy recommended that the Commission score the written
multiply choice questions by 80% and the essay portion 20%.
Mr. Gundy gave the Commission his list of who he felt should/should
not be covered under Civil Service. Mr. Gundy said he reviewed this
list with Mr. Gareau. Mr. Gundy marked their type of coverage next
to each persons name and put question marks by some names who he was
not sure of their status. Mr. Gundy felt that by state code if
someone does not take the test, because there was no test given at
that timeand once the (2) two year period passes then that person
would automatically be grandfathered in and no test would be required
of that individual.
Ron Wilamosky had written Mike Gareau on his thoughts on whether
Marella Varanese should be covered under Civil Service. The
Commission was copied on this memo.
Mr. Gundy does not agree with Mr. Wilamosky's letter. After
Mr. Gundy spoke to Mr. Gareau and told him of his review of the
Charter and what he felt, Mr. Gareau then said that Mr. Gundy is the
Safety Director and that he could make that decision. Mr. Gundy
realizes that Marella did not take a test but that she's been here
long enough to be grandfathered in. Mr. Gundy's opinion is based on
the Charter.
