CITY OF NORTH OLMSTED
CIVIL SERVICE COMMISSION
NORTH OLMSTED, OHIO
a®aGs
CIVIL SERVICE MEETING: September 24, 1992
PRESENT: Chairman Jim Hines, Commissioner Glenn Marks,
Secretary Tracy Ice
GUESTS: Mayor Boyle,,Mr. Gundy
MINUTES OF PREVIOUS MEETING APPROVED AS READ.
OLD BUSINESS
Ron Wilamosky had sent the Commission a letter regarding why Marella
received Civil Service Coverage and why another part-time employee who
moved into a full-time position is not eligible to receive it.
Mr. Gundy said that Marella was a clerk part-time for over two years
and then moved into a secretarial position. Being with the city for
over 2 years she would have been "grandfathered in".
The Mayor said that the job Marella moved into was a PERMANENT
full-time position. The Mayor does not see any comparison in these
two situations.
Jim Hines said that we are trying to fix a mistake that happened in
the past. The Police Department's secretary received union coverage.
We are hoping to make it correct and to give both secretaries civil
service coverage.
The Mayor also advised us that when Mr. Hootman was moved to full-time
that he was advised that this was a temporary position not a full-time
permanent position and that he would just be in that position until we
would be able to fill that position. (JIM HINES WILL DRAFT UP A
LETTER TO SEND TO RON WILLAMOSKY).
Civil Service received a letter from Mr. Hootman stating that he is
ranked 3rd on our list. According to Civil Service Mr. Hootman ranked
8th but with military time he moved to 4th. If a person gets removed
from the top three then he would move up but he would not be able to
be hired for the first opening. Before Mr. Hootman's letter went out
a letter from the Mayor dated August 31, 1992 which stated that the
first person on the list should be hired unless they do not meet our
requirements.
Jim Hines will speak to M. Gareau regarding drafting up a letter for
Randy Angle who was removed from our Correction Office List.
The Commission decided that a hearing test to all new police/fire
candidates will be required along with their other tests. This test
will be done at the Hearing and Speech Office at Fairview Hospital.
Copies to update our handbook went out regarding this issue.
