CITY OF NORTH OLMSTED
CIVIL SERVICE COMMISSION
5200 Dover Center Road • North Olmsted, Ohio 44070
Phone: 777-8000 Ext, 232
Fax: 777-5889
CIVIL SERVICE MEETING: October 22, 1992
PRESENT: Chairman Jim Hines, Commissioner Glenn Marks,
Secretary Tracy Ice
GUESTS: Mr. Gundy, Police Sefcek, Chief Osterhouse, Mr. Conway,
Jim Dubelko '
MINUTES OF PREVIOUS MEETING APPROVED AS READ.
OLD BUSINESS
Jim Hines is in the process of drafting up the following letters
regarding these items:
Letter to R. Wilamosky regarding his letter dated
7-30-92 regarding Hootman/Marella.
Letter to Randy Angle regarding the Correction Officer
position.
Find out from M. Gareau if the Civil Service testing
for the schools can be done away with.
Paper work on H. Robinson from Mayor Boyle.
The Commission discussed whether Janet Kemerling should be removed
from the Certified List for Property Maintenance.
Mr. Conway basically said that Janet does not have enough experience
in this area and he feels she should be removed from our list. Mr.
Conway wants someone who has more than a high school education.
Someone has been exposed to construction and construction practices.
He doesn't want to send someone to school to be trained for this job.
Mr. Conway says that she owns 3 rental homes and that is how she
received the knowledge she has. Janet scored 2nd from the written
test and once military credit was added in she moved down to 3rd
place.
Mr. Hines felt that the job description said knowledge or experience
and therefore he feels that since the ad wasn't explained in more
detail that she should not be removed.
Mr. Dubelko said that knowledge is important along with test scores -
it must tie in together. We shouldn't base this position just on the
test scores itself.
Mr. Gundy feels that for this position not as much knowledge is needed
like the Building Inspector position. This job pays $5,000 to $6,000
less and shouldn't require the same amount of knowledge as a higher
paying job. Mr. Gundy knew the types of questions on the test and for
her to have done so well on the test she must have had a lot of
knowledge. We did not have code related items on the test. It was a
basic test for this position.
