CITY OF NORTH OLMSTED CIVIL SERVICE COMMISSION 5200 Dover Center Road • North Olmsted, Ohio 44070 Phone: 777-8000 Ext. 232 Fax: 777-5889 CIVIL SERVICE MEETING MINUTES: November 19, 1992 PRESENT: Chairman Jim Hines, Commissioner Glenn Marks, Secretary Tracy Ice GUESTS: Mr. Gundy, Police,Sefcek, Chief Osterhouse, 0 A C P - Wayne Baumgart, Clancy & Associates - Mr. Clancy & Chris McGee, Ramsey & Associates - Patricia Ramsey, Ron Wilamosky MINUTES OF PREVIOUS MEETING APPROVED AS READ. OLD BUSINESS At our last meeting the Commission asked Tracy Ice to invite 3 testing companies to this meeting to discuss promotional examinations for the Police Department The Commission is looking at a written/oral type of test. The following is what the 3 testing companies had to say: 0 A C P - Representative Wayne Baumgart - Police Chief in Euclid. 0 A C P saw the need to give a written/oral type of assessment for promotional testing. The Chiefs who give the test do not know the candidates taking the test. 0 A C P then sends out a lead consultant to come out and find our needs for our city. This consultant talks to the Chief etc. and puts and information package together. This Consultant then discusses what he has found with a few other consultants and puts an information package together. There are 5 different parts of the test which they give (usually 2 or 3 portions of the test is given) they are: 1) In -basket, 2) Written Problem Solving 3) Leaderless Group 4) Structured Oral 5) Subordinate Counseling Simulation. By giving this type of a test this helps the candidates improve in their areas. 0 A C P -has had great success in the past with this type of test. They are very flexible and work well with other cities. Clancy & Associates - Mr. Clancy & Chris McGee They have worked with Case Western Reserve for 27 years. Case's Criminal Justice closed on July 1, 1992. Clancy took their testing portion of the company over and put the examination together.
