Ruple, Chief Sefcek, Mr. & Mrs. Smith, Peggy and Jack Rhodes, Jay Power, Ron Wilamosky, Carolyn Kasler, Emanse and Mary Smith MINUTES OF PREVIOUS MEETING APPROVED AS READ OLD BUSINESS Jackie Smith Secretarial II - Attached please find a two page attachment to these minutes. Jackie started out the meeting reading the first two pages of her letter to Jim Hines and the Civil Service Commission, dated April 17, 1995. Please read those two pages at this time and then read the responses below. Jim Hines asked Ron Wilamosky if this is a Civil Service Issue or a Union Issue. Ron said that Jackie was working under the bargaining union agreement and therefore she has no right of appeal under Civil Service but that she does have a procedure through the Union. Civil Service's role is the initial hiring. Ron said that Managment has 180 days to evaluate the employee's skill and for the employee to perform the job tasks. The Commission knows that the job description requires that for the Secretarial II position that the employee must type a minimum of 45 wpm. Ron mentioned that Carolyn Kasler decided to lay --off Jackie where in fact that under the bargaining union agreement that Jackie could have been terminated for non-performance based on the terms of the agreement. Carolyn Kasler said that if and when a position opens up that the top three candidates, from our eligibility list, would be interviewed and tested for skill and ability. Jackie said, if this is the case, why did Civil Service have the right to throw out the typing test in 10193? Jim Hines replied that the issue in 1993 was that we were testing on old selectric typewriters which the city no longer uses. This test then would not be valid. Jackie asked why this wasn't addressed to the union.
