CIVIL SERVICE MEETING MINUTES <br />APRIL 17, 1995 <br />PAGE 2 <br />OLD BUSINESS <br />Ron Wilamosky stated that the union can not throw out a test like <br />this. Civil service does not have the right to interfere with the <br />terms of the agreement. <br />Jim Hines said that the Commission is not in a position for us to give <br />a typing test. We do not have the skill or the ability. <br />Mr. Smith said that Tracy Ice gave a typing test for the Building <br />Department position and that there were people who were hired in the <br />city who did not type 45 wpm. <br />Ron said that Tracy was asked to give an objective test. Those who <br />took the test were provisional employees. Now the Personnel <br />Department gives the typing tests. <br />Jim Hines said that there are very •Few secretaries who type long <br />lenghtly memos who work for the city. <br />Mr. Smith questioned the issue of putting an error limit on the typing <br />test. <br />Ron answered that by putting an error limit on a typing test that this <br />would make it harder for a candidate to type at a high speed. Once <br />that person reaches the error limit amount, then that test is thrown <br />out. Therefore, by doing away with the error limit, the person can <br />type faster and not be penalized for mistakes. This decision, by <br />Carolyn Kasler, makes things easier and gives the candidate a better <br />chance of meeting the testing speed requirement. <br />Jim Hines said that his wife works at Bryant and Stratton and that she <br />felt that it's hard to reach a typing speed with an error limit. She <br />felt that by eliminating the error limit that we could get a more <br />reasonable test of speed. <br />Mr. Smith -- said (after Jim Hines and the Mayor had a conversation on <br />April 11) that Jackie was supposed to come back to work. It was the <br />Mayor who indicated that Jackie was called back from the lay-off and <br />that she would be given a typing test but the typing test would be <br />delayed. <br />Carolyn Kasler said that the Mayor and herself discussed that it would <br />not be fair to hire someone and then later test for the position. <br />Carolyn called Jackie back and told her that we would not hire on <br />Monday and test on Friday. That the city would give her a test on <br />Friday and hire her then if she passed the test, we thought this would <br />be fair. This would give Jackie time to prepare, if she thought she <br />needed to. <br />
