CIVIL SERVICE MEETING MINUTES <br />APRIL 17, 1995 <br />PAGE 3 <br />AN-ONLami <br />Carolyn said that people have asked if they coud have preparation time <br />(10 days or whatever) to practice for a typing test. We do not do <br />this. That is not the way in which we interpret the contract. <br />Jackie said - well this is what happened to me. <br />Carolyn said when Jackie was hired off of the civil service list for <br />the Police Department that it was for a different situation. At that <br />time, Carolyn was not aware that the civil service typing test had <br />been waived. <br />Carolyn said that there was a decision that needed to made. We needed <br />to bump someone and the options were lay-off or terminate. <br />Carolyn said the Building Department needs someone who can type. This <br />is a skill that the person MUST have before being hired. <br />Jim said that we have people who do not pass background, vision, <br />agility etc. for police and fire. Civil service just gives the person <br />who will do the hiring the top three names. Then the person hiring <br />will determine who is the best qualified person for the job. <br />Carolyn said she resents the statement that Jackie made in her letter <br />that she waited for Jackie to be hired, then waited 2 months to test <br />and then laid her off. That is certainly not the circumstance and I <br />do not think that this is a fair statement. <br />Carolyn also mentioned that the letter that was sent to Ron and <br />herself from the Civil Service Commission (dated March 21, 1995) was a <br />letter that Carolyn and Ron would respond to the Commission on. <br />Carolyn was not requried to give Jackie a response. Carolyn said that <br />she has talked to Jackie on the phone to relay all the information to <br />her that she could. <br />Carolyn - (reference to Jackie's attached letter Paragraph J) - states <br />that Jackie thought that Carolyn was surprised that the Mayor let her <br />come back to work. Carolyn said that there were some gaps in <br />conversations. Therefore, Carolyn called Jackie back the next day <br />stating that she could start work on Friday. <br />Finally, Jim Hines summed up this issue and stated that after <br />discussing with Ron Wilamosky and L -he Commission and after hearing <br />everyone's thoughts that it is the Commission's opinion that this is a <br />union jurisdication and not a civil service matter. Once the union <br />has a grievance on the table, we DO NOT and never have interfered <br />between the union and the city. <br />
