CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />MINUTES - SEPTEMBER 16, 1996 <br />I. ROLL CALL: <br />The regular meeting of the Civil Service Commission of September 16, 1996 will now <br />commence..... present are: Jim Hines, Lois Zolar, Sally Benjamin, Police Chief Viola, Fire Chief <br />Osterhouse, Timothy Gut, Kenneth Hehnen, Carl Schantz, Ted Vance, Ronald Prebis, and Jay Power. <br />H. DISPOSITION OF MINUTES: <br />Minutes of the previous meeting were approved as written. <br />III. REPORTS: <br />Civil Service handbook has been distributed. <br />IV. NEW BUSINESS: <br />1) Status of entry level police. Exam will be held on November 18, 1996 at 7:00 P.M. <br />Wehave included in the Civil Service Handbook that applicants for the position of police officer <br />must have or be in the process of obtaining an Ohio Peace Officer Training Certificate, which must <br />be obtained by February 28, 1997. Also the handbook has been updated to reflect the fact extra <br />credit points will be awarded for the following: <br />4 year degree in Criminal Justice or Law Enforcement equals 3 points <br />4 year degree in any other field equals 2 points. <br />2 year degree in Criminal Justice or Law Enforcement equals 2 points. <br />2 year degree in any other field equals 1 point. <br />Please note under no circumstances shall any candidate be awarded more than 5 points <br />extra credit. <br />The following changes were made to the entry level police officer packet: That candidates must be <br />currently certified by the Ohio Peace Officer Training Council or currently enrolled in the program. <br />The final page of the packet a notation was made that if candidates did not receive certification by <br />February 28, 1997, removal from the eligibility list will result. Sally Benjamin will be the tester for <br />this examination. <br />2) The certified list for Radio Dispatcher has expired, we are going to hold a test the beginning <br />of next year. <br />3) Correction Officer Ranked List: <br />Chief Viola stated there is a current vacancy for the correction officer position. He noted that <br />95% of the prisoners are male, and two of the next three names on our eligibility list are female. <br />The Correction Officer primarily has to watch and feed the prisoners. Viola is mainly concerned <br />this job may potentially be hazardous to a female's health, as many times Correction's Officer's <br />must deal one on one with the prisoners. Mrs. Benjamin felt each candidate should have the <br />opportunity to remove themselves from the list. In response to Mrs. Benjamin's question, Viola <br />responded that no weapons are permitted in the cell block area. Chief Viola thought putting a <br />female in this situation is extremely dangerous, and wanted to prevent a potential lawsuit now. <br />Mr. Hines asked if there has been any discussion with the Law Director regarding this issue. Mr. <br />Viola stated at this time he has not yet discussed the situation with the Law Director, and would <br />only like the board to determine if he may pass over the first three names. Mrs. Benjamin stated <br />that if this is a male job it should have been specified prior to administering the test. Mr. Hines <br />wondered why it would be all right to have a female police officer and not a female corrections <br />officer. Viola noted the female police officer is armed. Mrs. Zolar wondered if the corrections <br />officers are required to have some type of karate training. Viola explained they only receive jail <br />training, which teaches how to conduct searches. Mr. Hines would like to refer this to the law <br />director, so that he can make a determination as to whether or not we are permitted to be gender <br />specific as this may violate EOE regulations. The commission agreed to refer this to the Law <br />
