e <br />CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />A4 NUTES OF <br />SEPTEMBER 15, 1997 <br />7:00 P.M. <br />I. ROLL CALL: <br />THE REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF SEPTEMBER 15, <br />1997 WILL NOW COMMENCE.... PRESENT ARE: Chairman Cummings; Commissioner Benjamin <br />and Police Chief Viola. <br />II. DISPOSITION OF MINUTES: Minutes from June 16, 1997 and the minutes from August 4, 1997 have been <br />submitted for approval. The minutes of June 16, 1997 may need to be amended, per the memo from Personnel Director <br />Wilamosky dated June 18, 1997. It was noted the change has to do with a motion that was made by the commission to <br />remove any reference to the schools from the handbook. Mr. Cummings advised he has spoken with Mr. Wilamosky <br />and in certain instances the schools should remain in the handbook. E. Cummings motioned to approve the minutes of <br />June 16, 1997 with the amendment that reference to removing the school from the handbook be removed as in certain <br />instances the schools are to remain in the handbook. The motion was seconded by S. Benjamin and unanimously <br />approved. E. Cummings motioned to approve the minutes of September 15, 1997, seconded by S. Benjamin and <br />unanimously approved. <br />III. REPORTS: <br />1) Mr. Gary Dorn has been hired from the Corrections Officer list effective June 9, 1997. <br />2) The Radio Central Dispatcher test is scheduled for October 29, 1997. <br />3) There is currently an opening for the position of police officer and the top five names have been certified to fill this <br />opening. <br />4) Civil Service has requested additional funding to cover some unanticipated expenses for this year. <br />5) Tests are currently needed for: Radio Central Dispatcher, Corrections Officer, Secretary, and the Police Officers <br />Agility. Tests for Dispatcher and Corrections Officer have been sent to the appointing authority for review. <br />6) The eligibility list for Building Inspector will expire on November 29, 1997. The Law Director has been asked if <br />civil service can advertise before the list expires in order to possibly give the building inspectors test on December <br />16, 1997. As soon as the appointing authority returns the testing materials currently under review, the secretary <br />will ask various testing companies to forward samples of any building inspector tests for the purpose of review. <br />7) The corrections officer list has expired and the test is tentatively scheduled for December 2, 1997 at the North <br />Olmsted Community Cabin, pending commission approval. <br />E. Cummings motioned to accept the reports on the agenda as written, seconded by S. Benjamin and unanimously <br />approved. <br />IV. OLD BUSINESS: <br />1) Results have been sent out to candidates that participated in the agility test on July 26, 1997. The two candidates <br />that showed up at the agility test but could not participate, due to lack of a signed physicians health screening form, <br />have been returned their checks in accordance with the rules established. At the special meeting of August 4, <br />1997, the commission agreed that a second agility test will be needed. The remaining 18 candidates that have not <br />taken the agility test, have been notified.of their current rank and advised to begin training. Civil Service is <br />working on getting the funding to give this test. Provided this funding is received and the building use permit has <br />been approved by the schools the test will be scheduled for November 1, 1997 and notification packets will be sent <br />out certified. The clerk noted per a note received from Mrs. Kasler there will be funding for the second agility test. <br />The clerk agreed to send out the certified mailing as soon as the building use permit is approved by the schools. E. <br />Cummings motioned to accept the date of the second agility as presented, seconded by S. Benjamin and <br />unanimously approved. <br />V. NEW BUSINESS: <br />1) Review of advertisement and application packet for the dispatcher examination to be given October 29, 1997. <br />International Personnel Management Association (I.P.M.A.) has provided the city with testing materials for <br />review. The Appointing Authority has been asked to advise the commission which form of the test they would like <br />to use. A passing score will need to be set for the dispatcher examination. <br />The clerk noted it has been requested that the commission use form PST -80 for the Dispatchers test. Chief Viola <br />explained the only difference between the PST -80 test and the PST -100 test is that the PST -100 includes a <br />listening skills subtest. He did not believe the listening skills subtest was necessary. The clerk passed around a <br />short description to fill in the blank under "TYPE OF TEST" which read as follows: "A multiple choice test which <br />
