CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />MINUTES - JANUARY 199 1998. <br />I. ROLL CALL: <br />THE REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF JANUARY 19, 1998 <br />WILL NOW COMMENCE.... PRESENT ARE: Chairman Cummings, Commisssioner Zolar, Police <br />Chief Viola, Police Captain Ruple, Safety Director Jenkins, Mr. Thomay, Mayor Musial, and <br />Patrolman Kilbane. <br />II. DISPOSITION OF MINUTES: Any additions or corrections to the minutes of December 15, 1997. <br />E. Cummings motioned to approve the minutes of December 15, 1997, seconded by L. Zolar and <br />unanimously approved. <br />III. REPORTS: <br />A) .There were 13 correspondences received and sent. The secretary read through the <br />correspondences that were received and sent. For a complete list of such correspondences, please <br />see list attached to end of minutes. <br />IV. OLD BUSINESS: <br />A) Results have been received from International Personnel Management Association on the <br />Corrections Officer examination. 44 applications were picked up at city hall, 27 applications were <br />filed, 1 application was rejected, 26 candidates were scheduled to participate in the examination, <br />24 candidates participated in the examination and all 24 candidates passed the examination. <br />Scores have been sent out to all candidates, the top five names have been certified, and the <br />eligibility list is effective until December 2, 1999. E. Cummings motioned to certify the <br />Corrections Officer eligibility list, seconded by L. Zolar and unanimously approved. <br />B) Results have been received from Ramsey & Associates on the building inspector's examination. <br />18 applications were picked up at city hall, 12 applications were filed, 1 application was rejected, <br />11 candidates were scheduled to participate in the examination, 10 candidates participated in the <br />written examination and all 10 passed. Scores have been sent out to all candidates, the top five <br />names have been certified, and the eligibility list is effective until December 16, 1999. E. <br />Cummings motioned to certify the Building Inspector's eligibility list, seconded by L. Zolar and <br />unanimously approved. <br />V. NEW BUSINESS: <br />A) The Police Sergeants Written test was held on January 10, 1998. Clancy & Associates <br />administered the examination. Reveal results if they have been received. Chairman Cummings <br />opened the results and noted they were in order by identification number. Chief Viola suggested <br />revealing the scores for the top six candidates, as the top six will move on to the assessment. Mr. <br />\ Cummings noted that the results were not in order of rank but rather by order of a random number <br />assigned to each candidate. He then read the results by identification number. Please see official <br />results from Clancy & Associates, as attached to the minutes. Chairman Cummings read the <br />identification number for the top six candidates and Commissioner Zolar read the name on the <br />identification cards. The top six candidates in ranked order are as follows: Rank #1 - I.D. #020 - <br />David D. Huspaska; Rank #2 - I.D. #007 - Michael J. Kilbane; Rank #3 - I.D. #004 - Victor J. <br />Branscum; Rank #4 - I.D. #014 - Ralph C. Hughes; Rank #5 - I.D. #015 - Walter Novak; and <br />Rank #6 - I.D. #010 - Timothy J. Cook. E. Cummings motioned to certify the eligibility list for <br />the Sergeants examination, seconded by L. Zolar and unanimously approved. The secretary <br />advised each candidate will have ten days to request a review and/or protest the examination <br />process. The ten day period will start January 20, 1998, meaning candidates will have until <br />January 30, 1998 to submit their request. <br />
