CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />MINUTES - SEPTEMBER 21, 1998 <br />7:30 P.M. <br />Chairman Cummings called the meeting to order at: 7:30 p.m. <br />I. ROLL CALL: <br />THE REGULAR MEETING OF THE CIVIL, SERVICE COMMISSION OF SEPTEMBER 21, <br />1998 WILL NOW COMMENCE, PRESENT ARE: Chairman E. Cummings, Commissioners L. <br />Zolar, and J. Thomay, <br />ALSO PRESENT: Safety Director T Jenkins, and Assistant Clerk of Commissions D Rote. <br />H. DISPOSITION OF M [MUTES: E. Cummings motioned to except the August 24, 1998 minutes as <br />written. The motion was seconded by L. Zolar, and unanimously approved. <br />III. REPORTS: <br />A) There were 26 correspondences received and sent. E Cummings moved to except the <br />correspondences as submitted. The motion was seconded by T. Thomay, and unanimously <br />approved. <br />IV. OLD BUSINESS: <br />A) Per the Civil Service Commission's request at a previous meeting, Chapter 124.31 (4) of the <br />Ohio Civil Service and Collective Bargaining Law & Rules has been copied. The section deals <br />with Ohio Law concerning "Credit for efficiency, seniority, or training". The commission has <br />received comments from the Fire Chief (July 9, 1998). At the previous meeting <br />recommendations were also received from the Law Department (June 4, 1998),. Police Chief <br />(June 10, 1998) and Fire Chief (June 9, 1998). The Civil Service Commission needs to amend <br />the Civil Service Handbook to make it clear concerning possible "carry over" points from <br />previous employment. Mr. Cummings suggested he would like the board to come up with a final <br />decision concerning the issue of seniority points. His opinion is if seniority points are allowed it <br />would cause a lot of conflict within the Police and Fire Departments. Mrs. Zolar, and Mr. <br />Thomay both verbally agreed with Mr. Cummings. Mr. Cummings suggested the board will need <br />to make a motion not to accept seniority points earned outside the North Olmsted Fire, and <br />Police Departments. The board will then need to come up with the wording that will be placed in <br />the hand book as well as were it will be placed in the book. <br />T. Thomay motioned to not allow seniority points except for those earned working for the Fire, <br />and Police Departments of the City of North Olmsted. Note: In the framing of the motion Mr. <br />Cummings suggested it should be made clear that we are only talking about promotions and <br />examinations. This will not effect vacation time or anything else of that nature, this is strictly for <br />promotions only. The proposed revisions to the Civil Service hand book pertaining to seniority <br />points were discussed in detail. Ultimately it was decided that the following section should be <br />amended; Rule III, Section, 8 paragraph (d) to read as follows: <br />d. Extra credit for seniority: <br />Will be recognized for years of service within the North Olmsted'Police Department or the North <br />Olmsted Fire Department only. Service credits from other municipalities or other civilian <br />employment will not be honored in police and fire promotional examinations. Extra credit for <br />seniority within the respective departments shall be awarded in the following manner: 1 point for <br />each of the first four years; 6/10 point for each additional year up to and including the <br />fourteenth year for a maximum total of 10 points.
