4� <br />T <br />CITE' OF NORTH OLMSTED <br />"TOGETHER AVE CAN MADE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />MINUTES - NOVEMBER 16, 1998 <br />7:30 P.M. <br />I. ROLL CALL: <br />E. Cummings called the meeting to order at 7:45 P.M. <br />PRESENT ARE: Chairman E. Cummings, Commissioners L. Zolar and John Thomay <br />ALSO PRESENT: Fire Chief Osterhouse, Police Chief Ruple, Safety Director Jenkins, Fire <br />Captain Bak, Clerk of Commissions, Rote and Assistant Clerk of Commissions, O'Connell. <br />II. DISPOSITION OF MINUTES: E. Cumming motioned to approve the minutes of the October 19, <br />1998 Civil Service meeting. The motion was seconded by J. Thomay, and unanimously approved. <br />Motion Carried. <br />III. REPORTS: <br />A) There were 3 correspondences received and sent. E. Cummings motioned to accept the <br />correspondences as submitted. The motion was seconded by L. Zolar and unanimously <br />approved. <br />IV. OLD BUSINESS: <br />A) Commissioners will need to make a ruling on the petition Police Chief Ruple submitted <br />requesting Rule II section 7 paragraph E. be removed from the North Olmsted Civil Service <br />hand book. This rule requires all entry level Police candidates to have an Ohio Peace Officer <br />Training Council Certification subsequent to taking the North Olmsted Entry level Police <br />Officers Exam. Mr. Cummings suggested he had been thinking about the petition and asked the <br />other commissioners if they had any questions. Mr. Thomay ask Secretary Rote if she had <br />found out the cost of the Ohio Police Officers Training classes . Secretary Rote apologized and <br />indicated that she couldn't remember such a request and did not followed up on it. Secretary <br />Rote ask Police Chief Ruple if they had to send the candidates to Ohio Peace Officers Training. <br />Chief Ruple indicated that they would like to choose the academy they send their candidates to <br />as it costs the department $1,200.00 to $1,400.00 dollars. Secretary Rote questioned if the cost <br />comes out of the Police budget rather than Civil Service Budget. Chief Ruple indicated that <br />indeed it did come out of Police Budget. Mr. Thomay asked Chief Ruple if he know anything <br />about an Ohio Statute that said the police department would be reimbursed for sending <br />candidates to school. Chief Ruple answered he was unaware of such a statute. Mr.Thomay <br />indicated he didn't really know alot about it. Secretary Rote ask if the city submitted the claim. <br />Mr. Thomay indicated Secretary Rote was correct and indicated the statute number as 109803. <br />Mr. Cummings suggested that Chief Ruple look into the statute. Mr. Cummings indicated that <br />they should remove Ohio Peace Officers Training as a prerequisite before the next Police test is <br />given. Also that extra credit should not be given to people who have taken the training on their <br />own. The Police Chief would like to choose a school of their choice. Mr. Thomay questioned <br />when they first adopted the requirement for candidates to have the Ohio Peace Officers <br />Training, Chief Ruple indicated it was added before the last test was given. Secretary Rote <br />suggested that Chief Ruple felt that it may have eliminated some good candidates, that couldn't <br />afford to take the classes. Mr. Thomay replied that he wanted to do what he could to be sure <br />the police department received the best possible. Chief Ruple indicated other cities train their <br />own people. The cost factor is nothing when you compare it to someone you hire and spend 10 <br />1 <br />
