CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />MINUTES — MARCH 15, 1999 <br />7:00 PM <br />I. ROLL CALL: <br />E. Cummings called the meeting to order at 7:00pm. <br />PRESENT: Chairman, E. Cummings, and Commissioners, L. Zolar and J. Thomay. <br />ALSO PRESENT: Safety Director, T. Jenkins, and Clerk of Commissions, D. Rote. <br />II. DISPOSITION OF NIlNUTES: E. Cummings motioned to approve the February 22, 1999 Civil <br />Service minutes as written. The motion was seconded by J. Thomay and unanimously approved. <br />III. REPORTS: <br />A) There were 14 correspondences sent out, and 9 correspondences received. <br />E. Cummings motioned to accept the correspondences as submitted. The motion was seconded by <br />L. Zolar and unanimously approved. <br />IV. OLD BUSINESS: <br />A) Personnel Selection Services administered the written exam for the entry level Police Officers <br />test on February 26, 1999. Chairman, E. Cummings, and Commissioners; J. Thomay, and L. <br />Zolar, were present to help set-up the testing site, check ID's as candidates entered to take the <br />test and to observe the testing company administering the test. <br />Mr. Cummings indicated he felt the testing company was very good. Each Commissioner was <br />allowed to review the test once the test began, and he was glad he was not taking the test as the <br />questions were harder than he thought they would be. He reviewed that 136 people passed and <br />38 people failed the written test. Mr. Jenkins suggested that would be about 20% who failed <br />which is not bad. Mr. Cummings suggested the test should be designed so that you end up <br />with qualified candidates on the entry level list. Mr. Thomay indicated he thought Personnel <br />—Selection Services did a good job writing the test as well as administering the test. Mr. <br />Cummings agreed. No further comments were made. <br />B) The Commissioners will need to certify the results of the entry level Police Officers written <br />exam that was administered on February 26, 1999. Out of 200 applicants expected to <br />participate in the entry level written exam, there were 174 participants, 26 no-shows, and 38 <br />candidates who failed to achieve a passing grade of 70% on their written exam. . <br />E. Cummings motioned to certify the results of the entry level police officers written exam. <br />The motion was seconded by L. Zolar and unanimously approved. Motion Carried. <br />V. NEW BUSINESS: <br />A) To up -date the Commissioners on the Assistant Fire Chief promotional exam. There were three <br />out of four eligible Captains, which declined to participate in the promotional test. Four <br />Lieutenants will participate in the promotional exam, one Lieutenant declined to participate, and <br />one Lieutenant failed to return his letter of intent. There will be a total of five candidates <br />participating in the Assistant Fire Chief's promotional examination. <br />Mr. Cummings asked the clerk to up -date the Commissioners. The Clerk indicated that since <br />the Commissioners packets had been sent out she had received the letter of intent from the <br />Lieutenant who failed to return his letter. The Lieutenant informed the clerk he did not return <br />
