CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />MINUTES — AUGUST 23, 1999 <br />7:00 PM <br />I. ROLL CALL: <br />Chairman, Cummings called the meeting to order at 7:00pm. <br />PRESENT: Chairman, E. Cummings, and Member, J. Thomay. <br />ALSO PRESENT: Fire Chief, Bak, Safety Director, T. Jenkins, and Clerk of Commissions, D. <br />'Rote. <br />ABSENT: Member, L. Zolar. <br />H. DISPOSITION OF MINUTES: The minutes of June 21, 1999 Civil Service meeting have <br />been submitted for approval. <br />E. Cummings motioned to accept the June 21, 1999 minutes as written. The motion was <br />seconded by, J. Thomay and unanimously approved. Motion Carried. <br />III. REPORTS: <br />There were 36 correspondences sent and received. <br />E. Cummings motioned to accept the correspondences sent and received as submitted. The <br />motion was seconded by, J. Thomay and unanimously approved. Motion Carried. <br />IV. OLD BUSINESS: <br />1). The Ohio Fire Chiefs Association was hired to administer the Captains & Lieutenants <br />promotional exam. There were three Lieutenants who participated in the Captains exam and <br />there were 15 Fire Fighters who participated in the Lieutenants written exam. The Captains <br />Oral Assessment was held August 14, 1999. The Commissioners will need to make a ruling on <br />the protests of the Captains & Lieutenants written examination. <br />The Clerk indicated that she received a letter from the Ohio Fire Fighters Association, which <br />had the recommendations for each of the protests filed. She read aloud the recommendations <br />for each of the protests: Captains written exam protests, Question # 153, The pages cited in <br />this protest make the point that at temperatures Above 1,000 degrees Fahrenheit steel loses its <br />strength. This protester wants the answer to be 1,000 degrees Fahrenheit which is not a <br />correct answer. Chief Lee recommends that both choices "C" and choice "D" be accepted as <br />correct answers to this question. <br />E. Cummings motioned to deny the protester's request to have "B" as the correct answer for <br />question #153 and go with the recommendation of Chief Lee to make both "C" & "D" on test <br />question #153 correct. The motion was seconded by, J. Thomay and unanimously approved. <br />Protest # 182, The protester is correct when he states " The manifold is for loading and <br />unloading. "However, the converse is not true. A Loading/unloading station is not <br />necessarily a manifold. It is recommended that this protest be disallowed. <br />
