CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />MINUTES —NOVEMBER 15, 1999 <br />7:00 PM <br />I. ROLL CALL: <br />Chairman Cummings called the meeting to order at 7:1Opm. <br />PRESENT: Chairman, E. Cummings, Board Members, L. Zolar and J. Thomay. <br />ALSO PRESENT: Safety Director, T. Jenkins, Police Captain, Whelan, Police Sargent, Cox, <br />Police Detective, Huspaska and Civil Service Secretary, D. Rote. <br />II. DISPOSITION OF MINUTES: The minutes of September 27 and October 4, 1999 Civil <br />Service meetings have been submitted for approval. <br />E. Cummings motioned to approve the Civil Service minutes dated; 9/27/99 and 10/4/99 as <br />written. The motion was seconded by, J. Thomay and unanimously approved. <br />III. REPORTS: <br />There were 11 correspondences sent and received. <br />Mr. Cummings reviewed that the letter to Mr. Deucher regarding his removal had been sent <br />out. He commented that he hoped that Mr. Deucher would take the,police exam the next time <br />it was given, as he seemed to be a very bright young man. As Police Sargent, Cox and Police <br />Detective, Huspaska were present, Mr. Cummings reviewed their letter requesting the Law <br />Departments ruling on seniority points from other departments. The clerk read the letter out - <br />loud (Letter is attached to the back of these minutes). Mr. Cummings indicated that the Law <br />Department did make a ruling and the ruling is the same as his. During the last promotional <br />exam the Civil Service Handbook did not address seniority point therefore the Commission <br />had to go by the State Handbook. Once the promotional exam was completed the Civil <br />Service Commission reviewed the issue of using seniority points from other departments <br />outside North Olmsted, and amended the Civil Service handbook. Therefore Rule III section <br />8, paragraph d will be followed. Police Sargent,Cox indicated that he felt that there would be <br />a protest regarding seniority points as one of the eligible candidates was granted seniority <br />points from his last job, during the last testing cycle. Mr. Cummings commented that if <br />anyone were going to be grandfathered into Rule III section 8 paragraph d, the paragraph <br />would have had too state that all those candidates prior to a certain date would be <br />grandfathered. Mr. Thomay indicated that he agreed with Mr. Cummings last statement. <br />Detective Huspaska commented that he also felt there would be protest. He questioned if <br />protest was filed with the Commission would it hold up the promotional exam. Mr. <br />Cummings indicated that if protest is filed the Commission makes a ruling and moves on. <br />Police Captain Whelan commented that he didn't think that the Commissioners could really <br />answer the Policeman's question regarding something that had not taken place yet. No further <br />comments were made. <br />E. Cummings motioned to accept the correspondences as submitted. The motion was <br />seconded by 'L. Zolar and unanimously approved. <br />
