CITY OF. NORTH-OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />MINUTES. — MAY 21, 2001 <br />7:00 PM <br />I. ROLL CALL: <br />Chairman Thomay called the meeting to order at 7:08pm. <br />PRESENT: Chairman Thomay, Board members, L. Zolar and P. Farrell <br />ALSO PRESENT: Fire Chief, Bak and Asst. Civil Service Secretary, S. Solomon. <br />II. DISPOSITION OF MINUTES: The Civil Service minutes dated March 19, 2001 have been <br />submitted for approval. <br />J. Thomay motioned to approve the Civil Service minutes dated March 19, 2001 as submitted. The <br />motion was seconded by L. Zolar and unanimously approved. <br />III. REPORTS: <br />There were 36 letters sent and 12 letters received. <br />P. Farrell motioned to accept the correspondences received and sent. The motion was seconded by <br />J. Thomay and unanimously approved. <br />IV. OLD BUSINESS: <br />A) Commissioners need to address Rule IV of the Civil Service Handbook. <br />Chairman Thomay indicated that Rule IV is relatively short and. read the first section aloud. He <br />then commented that he did not see anything wrong with Section 1. The other board members <br />agreed. He then read Section 11 aloud. He questioned if e-mail would be acceptable for the <br />protests. Mr. Farrell indicated that he didn't see the necessity to include e-mails in there. If they <br />want to protest make them send a letter with a signature. Mr. Thomay went on to read the rest <br />of the section aloud. He and the board members thought the rest of section 2 was pretty straight <br />forward. Section 3 is the part that Mr. Thomay thought was kind of odd. He wasn't sure what <br />this section is doing in this Rule. Mr. Farrell commented that it shouldn't be in this rule. Mr. <br />Thomay indicated that Section 3 in Rule IV should be moved to be made the second paragraph <br />under Rule II Section 9, which is titled Building Inspector Examinations. Remove the last <br />sentence of Rule H section 9 and then eliminate the first two sentences in Rule IV section 3 and <br />place the rest of that in Rule IV Section 3 into Rule II the second paragraph under the Rule H <br />Section 9. Mr. Thomay commented that should take care of Rule IV. He then indicated that <br />they should probably go ahead and review Rule V while they're at this. He read Section 1 <br />aloud. He found no problems with section 1 and neither did the other board members. He read <br />section 2 aloud. Chief Bak indicated that he thought the Fire Department should have the same <br />extra credit -points for fire science just as the police get extra credit for criminal justice/law <br />enforcement as stated in section 2 of this rule. Mr. Thomay agreed with Chief Bak and thought <br />that would only be fair. Mrs. Zolar agreed and wondered why they didn't set it up that way in <br />the first place. Mr. Farrell commented that maybe fire science hasn't been around a long time. <br />Chief Bak indicated that it has been around for quite some time. Under section 3 in Rule V <br />change the aggregate total from 3 points to a total of 5 points possible. Then make a chart like <br />the police maximum allowable credit, but change the criminal justice/law enforcement to be fire <br />
