.CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />MINUTES — MARCH 18, 2002 <br />COUNCILS CONFERENCE ROOM <br />7:00 PM <br />I. ROLL CALL: Chairman Thomay called the meeting to order at 7:10 P.M. <br />PRESENT: Board Members, J. Thomay, P. Martin <br />ABSENT: Board Member, R. Giesser <br />ALSO PRESENT: Assistant Civil Service Secretary, A. Kilbane <br />II. DISPOSITION OF MINUTES: The Civil Service minutes dated February 25, 2002 and the Civil <br />Service minutes dated March 1, 2002 have been submitted for approval. <br />Mr. Thomay made a motion to accept the minutes as submitted for the February 25, 2002 meeting. <br />Mrs. Martin seconded the motion. Unanimously approved. Chairman Thomay suggested holding <br />off on accepting the minutes of the March 1St special meeting, as Mrs. Giesser was not present. <br />Mr. Thomay mentioned the time involved in reviewing the material sent in their packets. He <br />expressed an interest in finding out what other communities pay their civil service commissioners. <br />Chairman Thomay mentioned the hiring freeze currently in place by the city. He said he believes <br />both the police and fire departments can get by without promotions but he indicated the list has <br />expired for entry level. <br />There was a brief discussion about the process of revising the Civil Service Handbook. Mr. <br />Thomay informed Mrs. Martin that a portion of the book was addressed by the Commission last <br />year. Mr. Thomay indicated the Fire Chief and Police Chief had submitted their recommended <br />changes. He added that since the book was last looked over, there have been changes with eye <br />surgeries and other corrective procedures that may need to be incorporated into the book. Mr. <br />Thomay suggested having a professional advise them on that portion of the book. Mrs. Kilbane, the <br />assistant secretary, suggested perhaps checking with other municipalities to obtain their civil service <br />regulations to make some comparisons. Mrs. Martin offered to contact Westlake and Rocky River <br />to obtain information. Chairman Thomay said they really need to get all the members together to <br />discuss the handbook. He expressed concern over a possible situation where a civil service <br />employee leaves a job and we would then need a promotional test but could not administer one <br />because of the hiring freeze. <br />III. REPORTS: <br />There were four (4) correspondences received and five (5) correspondences sent out. <br />Chairman Thomay acknowledged the correspondences sent and received. <br />IV. OLD BUSINESS: <br />Commissioners need to continue review of the Civil Service Handbook - This could not be address <br />as all board members were not present. This item was tabled at the request of Mr. Thomay. <br />V. NEW BUSINESS: <br />Commissioners need to make a motion to revoke the motions of the March 1, 2002 special meeting <br />Mr. Thomay pointed out that after they began the process of initiating the testing procedures, he <br />was informed by the Administration that there is a hiring freeze until further notice. The prior <br />approval to begin the testing process for a building inspector is no longer necessary. Mr. Thomay <br />
